Lieberman (202) 927-0435 The U.S. Customs Service in cooperation with
the U.S. Department of State and the U.S. Department of Energy is
planning to conduct a technical and operational assessment of gamma ray
radiation detection equipment, hereafter referred to as the Radiation
Detection Technology Assessment Program (RADTAP). The purpose of the
evaluation is to assess the applicability, sensitivity and robustness
of a diverse suite of gamma ray detection equipment. These assessments
are intended to evaluate only commercially available or field
prototype detection instruments under laboratory and simulated border
scenarios which relate to operations normally performed by U.S. Customs
personnel. The equipment evaluation will be conducted at a Department
of Defense facility located near Hertford, North Carolina during the
period of May 5 through May 16, 1997. Participation in the RADTAP will
be within the sole discretion of and at no expense to the government.
The desired suite of radiation detection equipment includes
instruments that are: (a) Worn by personnel (pager type, fanny pack,
etc.); (b) Hand held; (c) Man portable; (d) Small portal systems. ( Due
to the limited time frame of the evaluation, small portal systems must
be limited to those that do not require installation of permanent
footings or frame work and can be installed and made fully operational
within one hour. Large portal systems will be addressed at a later
time.); (e) Man portable, room temperature spectrometer instruments
that employ read out or display capability that can be interpreted by
non-technical personnel. Gamma ray spectrometers that employ algorithms
providing an operator with non-complex verbal isotopic analysis results
such as SNM, medical, industrial, etc. are highly desirable. A
requirement for spectral matching by the operator is not acceptable.
All detection equipment, with the exception of spectrometers, must
exhibit a minimum sensitivity of 20 micro R/hour as provided by a
Cesium 137 calibration point source at a distance of 1 meter. No
conclusions or recommendations will be issued based on the quantitative
and qualitative test results. However, the results of this program will
be provided to government agencies. All respondents to this notice will
be provided with detailed information related to the parameters of the
assessment program. Due to scheduling limitations all interested
parties are encouraged to respond to this notice by requesting a RADTAP
information package within 15 days of publication of this notice.
