combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Any amendments to this
solicitation will be placed only in the CBD. (ii) Solicitation
1434-CR-97-SS-00009 is being issued as a Request for Proposal. (iii)
The solicitation document applies and incorporates provisions and
clauses in effect through Federal Acquisition Circular 90-45. (iv) This
procurement is open to all responsible sources. This SIC Code is 3861
and the Size Standard is 500 employees. (v) The following is a list of

spec 957, estar base -- Quantity -- Minimum 400 rolls, maximum 600
rolls, estimated 500 rolls; CLIN 03 -- First Option Year, Brand Name or
Equal, Eastman Kodak Aerographic Duplicating Film 4425, 9.5" x 9.5"
sheets, 50 sheets per box, Cat. No. 8057861, estar base -- Quantity --

estar base -- Quantity -- Minimum 400 rolls, maximum 600 rolls,
estimated 500 rolls. (vi) Offerors proposing to furnish an "equal"
product, shall insert a description of the offered product following
each line item where such information is required. Offerors shall also
be responsible for submitting all additional information on the
product, literature, brochures, etc., necessary for the Government to
determine whether the product offered meets the salient characteristics
of the "brand name" as listed in this solicitation. Salient
characteristics are as follows: CLIN Nos. 1 and 3 -- The duplicating
film size is 9.5" x 9.5" (24.1 cm x 24.1 cm). The black and white
duplicating film shall be compatible with 885 Versamat developer used
in a Black and White 11 CM Versamat processor. The rawstock shall be
compatible with 885 Versamat developer used in a black and white 11cm
Versamat processor. The duplicating film shall be blue sensitive, high
resolution and extremely fine grain. The film shall be a 7 ml. ESTAR
(or equivalent) base with fast drying backing. The film shall have a
RMS granularity value of 9 when read at a net diffused density of 1.00
with a 48-micrometer aperture. The film resolving power on a low
contrast target shall produce 100 line pairs per mm, and on a high
contrast targetshall be 250 line pairs per mm. The film shall have a
processing range of .80 to 1.75. The film shall be notched. CLIN Nos.
02 and 04 -- The duplicating film size is 9.5" x 300' (24.1 cm x 91.44
m). The black and white duplicating film shall be compatible with 885
Versamat developer used in a Black and White 11CM Versamat processor.
The rawstock shall be compatible with 885 Versamat developer used in
a black and white 11cm Versamat processor. The emulsion shall be wound
emulsion in, non-perforated, with no leader or trailer. The
duplicating film shall be blue sensitive, high resolution and extremely
fine grain. The film shall be a 7 m. ESTAR (or equivalent) base with
fast drying backing. The film shall have a RMS granularity value of 9
when read at a net diffused density of 1.00 with a 48-micrometer
aperture. The film resolving power on a low contract target shall
produce 100 line pairs per mm, and on a high contrast target shall be
250 line pairs per mm. The film shall have a processing range of .80
to1.75. (vii) All items shall be delivered FOB destination to the U.S.
Geological Survey, EROS Data Center, Attn: Receiving Dept., Mundt
Federal Bldg., Sioux Falls, South Dakota 57198 within 60 days from date
of delivery order. All film to be delivered under this contract shall
be ordered by issuance of delivery orders. Such orders may be issued
for a period of twelve months from date of award (an additional twelve
months from date option is exercised). The quantities stated in the
CBD are estimated quantities for comparative purposes, and no claims
shall be made against the U.S. Geological Survey for excess or
deficiency therein. Payment at the unit or lump-sum prices agreed upon
will be in full for the completed work and will cover materials,
supplies, transportation, labor, tools, machinery, and all
expenditures, incident to satisfactory compliance with the contract
unless otherwise specifically provided. Except as limited by the total
amount of funds obligated for the contract, the quantities to be
furnished under this contract will depend entirely upon the actual
quantities required unless otherwise noted. Inspection and acceptance
shall be performed at the USGS in Sioux Falls, SD. (viii) The following
FAR provisions apply to this solicitation; 52.212-1,
Evaluation-Instructions to Offerors-Commercial and 52.212-2,
Evaluation-Commercial Items. Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows: (A) technical
capability of the item offered to meet the Government's requirements;
(B) Only those offers that meet the mandatory requirements will be
further evaluated in accordance with the following testing criteria,
however, offerors submitting proposals on the Eastman Kodak Brand paper
will not be tested: Offerors shall submit one roll of each size of
black and white aerographic duplicating film for the test within seven
(7) calendar days after receipt of notification from the Contracting
Officer. The offerors shall deliver the film to the U.S. Geological
Survey, EROS Data Center, Mundt Federal Bldg., Sioux Falls, SD 57198.
The Government reserves the right to test any proposed rawstock. Should
the Government determine it necessary, the offerors shall be required
to submit unexposed material and representative technical
specifications to the EROS Data Center for inspection and testing. The
rawstock testing procedures shall be conducted in two different test
segments: The first procedure shall be to verify process gamma, D-min,
D-max specification by: (1) Exposing material on a Meadstar
Sensitometer with a calibrated 21 step stepwedge; (2) The exposed
material shall be processed on a Kodak 11CM Versamat processor
utilizing Kodak 885 developer and fix; (3) The exposed and processed
stepwedge shall be read on a MacBeth TR-924 densitometer and the
sensitometric curve plotted; (4) Process gamma, D-min, and D-max shall
be the stated specifications; (5) An ICT target shall be run to test
for resolution. The second test procedure shall be to test the film's
ability to faithfully reproduce density, contrast, and tonal rendition
of master reproducibles archived at EDC. The proposed film shall be
exposed using four sample test scenes that represent different types of
products reproduced by the EROS Data Center. The scenes shall be
visually inspected for D-min, D-max, and highlight detail. There shall
be no appreciable visual differences to be acceptable.; (C) past
performance of the offeror; and (D) price; in descending order of
importance. Technical and past performance, when combined, are
significantly more important than price. All offerors are to include
with their offer a completed copy of provision 52.212-3, Offeror
Representations and Certifications. (Copies of FAR 52.212-2 and
52.212-3 are available upon request from the Contracting Officer.) (ix)
The following FAR clauses apply to this acquisition: 52.212-4, Contract
Terms and Conditions-Commercial Items; 52.217-9, Option to Extend the
Term of the Contract, 52.203-8, Requirement for Certificate of
Procurement Integrity; 52.203-12,Limitation on Payments to Influence
Certain Federal Transactions; 52.216-18, Ordering; 52.216-22,
Indefinite Quantity; 52.211-16, Variation of Quantity -- Plus or minus
10% increase and plus or minus 10% decrease. This increase and
decrease shall apply to all items. (x) The following additional FAR
clauses, which are cited in clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders, are
applicable to this acquisition: 52.203-6, Restrictions on Subcontractor

calendars days from the date specified for receipt of offers. All
offers shall be sent to the U.S. Geological Survey, Acquisition and

S-1, Denver Federal Center, Denver, CO 80225. Faxed offers will not be
