Upgrade current Nortel Meridian SL1 Option 61 Telephone System processors and line station cards to the Option 81C, using the "Evergreen" approach at the Department of Veterans Affairs Domiciliary, White City, Oregon. Memory capacity will be expanded to accommodate the larger configuration and the wireless technology feature of the Meridian Option 81C. System shall be designed and constructed to give a 99.9 mean time failure rate. Contract award shall include at a minimum warranty (one year) after system acceptance and a 9 year follow-on maintenance requirement. Contract completion to be done 120 calendar days after contract award. This solicitation/requirement is being issued under the 8(a) competitive program, with competition limited to 8(a) firms serviced by the following SBA District Offices: Region VI (Ft. Worth, El Paso, Houston, Harlingen, Lubbock, San Antonio, Corpus Christi, Oklahoma City, New Orleans, Little Rock and Albuquerque); Region VII (Kansas City, Cedar Rapids, Des Moines, Omaha, St.Louis and Wichita); Region VIII (Casper, Denver, Fargo, Helena, Salt Lake City, and Sioux Falls); Region IX (San Francisco, Fresno, Honolulu, Las Vegas, Glendale, Phoenix, San Diego, San Francisco, Santa Ana and Sacramento); and Region X (Anchorage, Boise, Portland, Seattle, and Spokane) which have a SIC Code of 1731. All other firms are deemed ineligible to submit offers. Eligible 8(a) firms should submit their request for documents in writing to the Contracting Officer shown.
