The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform maintenance of utility control and monitoring system, as defined in this statement of work, at Edwards Air Force Base, California. Services are to be performed on the installed supervisory control and data acquisition/energy monitoring control system, consisting of four 34 KV switch stations, twelve 34/12KV substations, five customer substations, the energy monitoring control system at Building 1220, and the master control room in Building 3500. These sites are located within a 10-mile radius of Building 3500. The system was custom-made for Edwards Air Force Base by HSQ Technology. Three on-site preventive maintenance inspections shall be performed each year in the months of April, August and December. The inspection shall include troubleshooting, testing, inspection, cleaning, repair and replacement of parts or equipment as necessary. The contractor shall provide telephone support Monday through Friday during the hours of 9:00 a.m. to 4:00 p.m. Maximum response time to a request for telephone support is 4 hours. At the government's discretion, the contractor will be required to respond in person to emergency situations. Response time is 24 hours for complete or partial system failure or 72 hours if a temporary fix can be accomplished via telephone support. Parts will be reimbursed at the contractor's cost. Period of performance is: (a) 1 Apr 97 to 30 Sep 97. (b) Option 1, 1 Oct 97 to 30 Sep 98, and (c) Option 2, 1 Oct 98 to 30 Sep 99. A site visit is scheduled for Wednesday, 25 Feb 1997, at 1:00 p.m., meet at Building 2800, Base Contracting, Edwards AFB, California. Allow 3 hours minimum for site visit.
