(919)335-6557 The U.S. Coast Guard has a requirement for Engineering
and Technical Support services for the T700 Engine Test Cell facility
located at the Aircraft Repair & Supply Center, Elizabeth City, NC. The
contractor will provide engineering and technical services and
technical evaluations of the Turboprop or Turboshaft gas turbine engine
test facilities, support equipment and support studies, tests of
component modifications such as alternative inlet airflow configuration
and engine test related instrument systems and support for the
Automatic Data Acquisition System (ADAS) for the T-700 test cell. Tasks
may include: evaluations of engine test facilities and test
instrumentation, field testing, engineering and design analysis,
research and development tests, test software modifications,
mechanical/electronic equipment design and fabrication and report
preparation to evaluate the performance of turboshaft/prop fixed test
facilities/test instrumentation and support equipment. The contractor
shall provide technical reports and results of all tests and
evaluations. The contractor may be required to travel to
military/commercial/FAA/USCG activities to conduct on-site testing,
engineering and technical evaluation/analysis. The work ?will require
the use of CMR Technologies proprietary data for the ADAS system. The
Coast Guard does not own, nor can it provide, drawings or
specifications required for these services. The Coast Guard intends to
negotiate with the Original Equipment Manufacturer of the ADAS system,
CMR Technologies, of Island Heights, NJ. The solicitation will be
issued on or about 24 February 1997. Requests for this solicitation

Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
