of Standards & Technology (NIST), Electronics & Electrical Engineering
Laboratory (EEEL), Electromagnetic Technology and Optoelectronics
divisions, propose to negotiate on a sole source basis with Dr. Robert
Peterson, dba Write/Right Co., P.O. Box 225, Louisville, CO
80027-0225, for Senior Scientist level analysis and communications
services for a period not to exceed 12 months. Dr. Peterson is the only
known source that meets the criteria that follows. The work under the
proposed contract requires expert technical knowledge of
superconductivity (both low and high temperature), magnetics, and
optoelectronics, and the demonstrated ability to write knowledgeably in
those areas. The work requires academic and technical expertise in the
following scientific areas: magnetic recording metrology, magnetic
instruments and materials characterization, nanoprobe imaging,
superconductor interfaces and electrical transport, Josephson array
development, nanoscale cryoelectronics, high-performance sensors,
infrared detectors and mixers, high-Tc electronics, optoelectronic
sources and detectors, fiber and integrated optics, optical components
[esp. for measuring (sensing) physical phenomena], and optoelectronic
manufacturing. The tasks require a demonstrated knowledge of
scientific writing and editing fully compliant with the standards of
the leading academic journals in physics, engineering and related
fields. A thorough familiarity with procedures and policies of the
EEEL, and the Electromagnetic Technology and Optoelectronics divisions
is required. Contractor duties will include the following. (1)
Prepares periodic progress reports for activities of each division.
Reports include technical breakthroughs, and interactions with other
organizations (government, academic, & private industry). Determines
appropriate emphasis in the context of division and EEEL missions. (2)
Prepares materials (project sheets, long-range plans & narrative
material) for annual Assessment Panel meeting. Assessment Panel
comprised of senior representatives from industry who assess and advise
regarding lab research as it impacts the private sector. Research and
technical issues must be presented clearly and precisely in the context
of relevancy to industry. Develops and disseminates information on work
being conducted on various technical subjects for both print and
electronic media. (3) Serves as representative to the (NIST) Boulder
Editorial Review Board. Reviews technical papers from NIST divisions,
presents accepted papers to the Board, works with authors to assure
quality publications. (4) Provides training to successor prior end of
contract. It is not the intent of the Government to issue a separate
solicitation for this requirement. Individuals believing they can meet
the criteria for this requirement should submit a detailed description
of academic credentials, work experience and publications directly
relevant to the qualifications and tasks discussed above. All
information received by February 28, 1997 will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. This procurement is being conducted under
