being sought to provide a Reengineering Program for the functional
design and implementation of the HH65, HU25, C130, Component Repair and
Support Product Lines at the Aircraft Repair and Supply Center (ARSC),
Elizabeth City, N.C. ARSC is currently organized by function. In an
effort to better serve our customers and utilize our resources more
efficiently, a conversion to a product unit structure was initiated.
Within each product unit, "cells" will support one entire aspect of the
logistics support for its product line. Most product units are
comprised of the following cells: engineering, supply, data support,
and programmed depot maintenance. The Reengineering Program shall
assist ARSC in designing and implementing this product redesign
structure and shall consist of plans for training, implementation, and
follow-up and will result in the development of fully functional
product units as listed above to support the various aircraft. Computer
Sciences Corporation (CSC), Farmington Hills, MIprovided the training
for the development of the framework of the original redesign plan
including the design and continuing implementation of the HH60 product
unit. A presolicitation conference is tentatively planned at the U.S.
Coast Guard Aircraft Repair and Supply Center, Elizabeth City, NC on
or about 12 March 1997 between the hours of 8:00 AM and 12:00 Noon
Eastern Time. Attendees will have the opportunity to review a draft
version of the proposed solicitation and participate in an in-depth
discussion of the requirement. To register for the conference,
interested parties are required to submit, no later than 27 February
1997, the following information: 1) Name(s) of attendees, 2) company
name and address, 3) point of contact with telephone number. Respondees
will be provided a draft copy of the statement of work for review in
advance of the conference. The above information may be submitted by

requests will not be honored. All responsible sources may submit an
offer which will be considered by this agency. This Notice is for
informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
