This is a re-advertisement of a sources sought for a cooperative agreement to provide expanded training opportunities and collaborative support for fellowships at the undergraduate, graduate and post doctoral levels. The period of Performance is estimated to be five years. The successful applicant shall solicit research proposals on agreed upon topics in the general area of understanding and quantifying the environmental effects of anthropogenic stressors on the coastal waters and watersheds of the Atlantic seaboard. Research will be performed at the Atlantic Ecology Division -- National Health and Environmental Effects Research Laboratory, Narragansett, RI for periods from one semester to two years. The awardee may limit solicitation during a base period to a single educational institution but is expected to increase that area of consideration all other years. Research proposals submitted to the awardee shall be reviewed by both the awardee and the Government. The awardee shall be responsible for administration of fellowships to selected students/scientists under this program. The number of fellowships shall be based on availability of funds but shall not exceed three undergraduate and three graduate levels per year. Entities responding to this sources sought announcement will be provided with a pre-proposal solicitation package and six (6) weeks to submit.
