Notice of Contracting Action. The Propulsion Development Systems Office (DSO) intends to award a sole source contract to United Technologies Pratt & Whitney, West Palm Beach, FL. This announcement is for the contract which is anticipated to be a Firm Fixed Price Indefinite Delivery Indefinite Quantity Delivery Order contract for F100-PW-220E modification kits. The estimated minimum order is anticipated to be $1,000,000.00 with a maximum value of $485,000,000.00 over the 5 year period contingent upon funds availability. The anticipated award date for this contract is mid 1997. The first delivery order issued under this contract will satisfy the minimum contract value. The effort will consist of hardware kits required to upgrade F100-PW-100 (-100) and F100-PW-200 (-200) engines in the F-15 and F-16 aircraft respectively to the F100-PW-220 equivalent (-220E) configuration for both USAF and FMS. The -100/-200/-220 engines are axial flow afterburning turbofan engines designed, developed, and produced byUnited Technologies Pratt & Whitney. The -220E upgrade consists of approximately 35 distinct Maintenance Upgrade Packages (MUPs). All -220E kits will be delivered to the San Antonio Air Logistics Center (SA-ALC), Kelly AFB, Texas for upgrade in conjunction with normal engine overhaul. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
