This is amendment 002 to the synopsis/solicitation N00421-97-R-1140 for a High Speed CW/Pulsed Antenna Measurement System that originally appeared in the CBD on Thursday January 16, 1997. Amendment 001 was published on Wednesday 22 January 1997. The purpose of this amendment is to answer questions submitted and to add/replace specifications previously published. QUESTION: Requirement (c): "The system should also consist of all ancillary items necessary for operation including but not limited to the following: all interconnecting and interfacing cables, these cables should be permanently matched marked for future removal/reinstallation, equipment rack with all hardware necessary to safely secure equipment and a control console." (1) What is the distance from the Transmit Antenna to the Antenna under Test? (2) What is the distance from the Transmit Antenna to the Control Room (Receiver)? (3) What is the distance from the Control Room to the Antenna under Test? ANSWER 1, 2, 3: Distances are estimated at this time as range is under construction. Transmit tower to receive tower is 1000 feet. Cable conduits are approximately two feet under ground. Transmit tower is approximately 40 feet, Receive tower is approximately 50 feet, and Receive tower to control room is approximately 40 feet. (4) What is required as a Control Console? Is this a Computer Table for the Processing System? ANSWER: Processor is placed in rack. Monitor and keyboard/mouse on table. (5) Is a weather proof enclosure available for the Microwave Signal Source and other related equipment at the Transmit Antenna? ANSWER: Yes (6) Is a weather proof enclosure available at the Antenna Under Test Tower? ANSWER: No, Equipment will be located inside non-environmentally controlled aircraft model. (7) Is a Reference Antenna(s) available at the Receive end of the range or does these need to be included in the proposal? If a Reference Antenna(s) are available, what are their gain(s)? ANSWER: Reference antenna(s) are available for use with reference channel and as gain standards. Customer requires system to accept gain inputs for gain standards. (8) What TWT(s) or other amplifiers are available for the Transmit Subsystem? ANSWER: a.) Manufacturer: Keltec, Model LR625-20, Power (Watts) 20, Frequency Range 1-2 GHz, Amp. Type TWT. b.) Manufacturer: Hughes, Model 8020H01F000, Power (Watts) 20, Frequency Range 2-4 GHz, Amp. Type TWT c.) Manufacturer: Keltec, Model CR625-20, Power (Watts) 20, Frequency Range 4-8 GHz, Amp. Type TWT d.) Manufacturer: Hughes, Model 1177H03F000, Power (Watts) 10, Frequency Range 8-12.4 GHz, Amp. Type TWT e.) Manufacturer: Keltec, Model KUR625-20, Power (Watts) 20, Frequency Range 12.4-18 GHz, Amp. Type TWT f.) Manufacturer: Mini-Circuits, Model ZHL-2-8, Power (Watts) 1, Frequency Range 10-1000 MHz, Amp. Type: Solid State, g.) Manufacturer: Mini-Circuits, Model ZHL-42, Power (Watts) 1, Frequency Range 700-4000 MHz, Amp. Type: Solid State. QUESTION: Requirement (e)(1) The microwave receiver operating in a CW mode shall be capable of acquiring amplitude and phase data at a minimum continuous rate of 5000 measurements per second. This rate shall be maintained while measuring a minimum of 32 measurement channels over the receiver full dynamic range. A single data point is defined as both an amplitude and phase measurement of the RF signal. Switch insertion loss on any of the 32 channels shall not exceed 5 dB at 18 GHz, i.e. tiering of switches shall not exceed 5 dB loss at 18 Ghz. (1) What channel switching speed (including settling time) is required of the measurement system? ANSWER: a) Switch time within any group of eight ports shall not exceed 10 micro seconds switching time. b) Switching time between any groups of eight ports shall not exceed 30 milli seconds. (2) Is the 5 dB insertion loss requirement per tier or for the entire switch matrix? ANSWER: Total losses through the switch matrix shall not exceed six dB over basic operating frequency band (0.1 Ghz -- 20 Ghz). (3) What VSWR is required of the switching matrix? ANSWER: 1.5 to 1.8 VSWR across the basic operating frequency band. (4) What isolation is required between channels of the switching matrix? ANSWER: Isolation between channels of the switching matrix shall be to 60 dB. QUESTION: Requirement (e)(6) The microwave receiver shall have IEE-488, RS 232/449 and high speed parallel interfaces. (1) What is the need or purpose of the high speed parallel interface? ANSWER: Delete the words "and high speed parallel interfaces." from the statement "The microwave receiver shall have IEEE-488, RS 232/449 and high speed parallel interfaces." QUESTION: Requirement (e)(8) The microwave receiver shall have phase accuracy of 1.0 over the full dynamic range. (1) Is the 1.0 to be interpreted as 1.0 degrees? ANSWER: Yes. 1.0 degrees. (2) What is meant by over the full dynamic range? Is this the 85 dB that is stated in (e5)? ANSWER: Yes. (3) What amplitude accuracy is required of the microwave receiver? ANSWER: Amplitude accuracy required of the microwave receiver is 0.5 dB over the full dynamic range.QUESTION: (1) What maximum RF Output Power is required of the Microwave Signal Source? ANSWER: Maximum RF output power required of the Microwave Signal Source is equal to or greater than 10 dBm. (2) What minimum RF Output Power is required of the Microwave Signal Source? ANSWER: Minimum RF output power required of the Microwave Signal source is less than or equal to -90 dBm. (3) Are multiple channels required of the Transmit Subsystem? ANSWER: Yes. Minimum of two channels. (4) Are the Transmit Antennas required as part of the measurement system or will they be GFE? ANSWER: They will be GFE. (5) If the Transmit Antennas are supplied as GFE, what are their frequency ranges and gains? ANSWER: Frequency ranges and gains are of various types depended on measurements. QUESTION: Requirement (G7) states that the Processor shall have a minimum of 7 I/O Ports. (1) What is the need for the 7 I/O Ports? ANSWER: Processor shall have a minimum of 7 I/O ports for future expansion. QUESTION: Requirement (G10) states the need for Windows NT version 4. (1) Is Microsoft Windows 95 an acceptable alternative to Windows NT? ANSWER: No. Windows NT required. QUESTION: Requirement (H3) states a need for multiquadrant displays. (1) What is meant by multiquadrant displays? ANSWER: The need for multiple non-overlaying plots displayed simultaneously. QUESTION: Requirement (J7) requests an Ethernet Lan Interface IEEE 802.3. (1) Which item(s) require the addition of an Ethernet Lan Interface? ANSWER: Ethernet Lan Interface is required for the computer. QUESTION: What are the pulse specification requirements for the Pulse portion of the system? ANSWER: The pulse specification requirements for the Pulse portion of the system are: 1) Pulse Width: 100 Nano seconds to CW, 2) Pulse Repetition Frequency: 1 Hz to 1 MHz . The Government is concerned about sensitivity and dynamic range, however no specification is given since this is measurement technique dependent. QUESTION: Are transmit and receive antennas considered part of the system to be supplied by the contractor? ANSWER: This equipment will be GFE. QUESTION: What transmit power levels are required at the antenna input terminals as a function of frequency? ANSWER: Signal source needs to generate 10 dBm or greater power in to GFE amplifier system. QUESTION: What is the environment in which the electronics will be housed (temperature, humidity, extremes, etc.)? ANSWER: The Service tower is environmentally controlled. Antenna under test is located in an non-environmentally controlled aircraft model. Processing control equipment is located in an environmentally controlled laboratory. QUESTION: ORBIT positioner is assumed to be supplied by the customer as part of the positioning subsystem, and the software driver is required to be integrated in the system controller software platform by the contractor. Is this correct? ANSWER: The contractor is limited only to Orbit Positioner, however contractor may propose the use of new hardware/software or interface with existing controller hardware. QUESTION: Is 0.1 to 20 GHz frequency range in no more than two frequency bands a firm requirement since band-to-band agility would be transparent to the user? ANSWER: Yes. Two frequency band are desired to keep mixer changes to a minimum, however there are no internal receiver band restrictions. QUESTION: Is the 2000-foot separation between transmitter and receiver desired or is it a firm operational requirement? ANSWER: Distances are estimated at this time as the range is under construction. Please see distances stated previously in amendment. QUESTION: The 150-day delivery schedule is very restrictive in light of material procurement times and efforts required to tailor a product to meet the solicitation requirements. Can this schedule be relaxed? ANSWER: No, time constraints are very tight. In addition, changes in the Statement of Work are reflected as follows: (A) ADD the following after specification (e) (5) : (5.1) A separation of 75 feet or greater is required between the L..O. and mixers of the microwave receiver. (B) Replace section (g) as follows: PROCESSING: The system shall include at a minimum: (1) 166 MHz Pentium PRO Processor (2) 32 MB RAM (3) PCI Bus architecture (4) 512 KB internal cache (5) Flash BIOS (6) 64 bit PCI Video card (7) minimum of 7 I/O PORTS (8) 2 GB IDE Hard Drive (9) 3.5" Disk Drive (10) 8x CD-ROM Drive (11) 21" High Resolution Color Monitor (0.28 Dot pitch minimum) (12) Removable 1.0 GB minimum Hard Drive Backup (13) Minimum of 7 I/O ports (14) Microsoft Mouse or Equivalent (15) OS/2 Warp with Windows operating systemWindows NT version 4 (C) Replace specification (h) (4) with: The system output shall be capable of selecting either ASCII or binary formats with documentation of these formats. (D) Add specification (h) (8) Require second license for display and analyze of data. (E) Replace specification (i) (2) with: The positioner programmer shall allow any of eight axes to be selected and driven to a commanded position. (F) Replace specification (i) (4) with : The positioner programmer shall allow the scan and step axes to be selected from any of the eight axes. (G) Add to specification (j) (5) the following: (600 x 600 dpi, 8ppm). (H) Add to specification (j) (6) the following: (multiple overlaid patterns). Responses to this solicitation should include acknowledgment of receipt of this amendment. An extension of the close date of this synopsis/solicitation is extended an additional three weeks from 14 February 1997 through 6 March 1997.
