gblair@fema.gov. The primary purpose of this procurement is to obtain
contractor provided technical support to FEMA's Preparedness Training
& Exercises Directorate, Exercises Division in the development,
conduct, and evaluation of FEMA-sponsored, jointly-sponsored, and
FEMA-supported exercises, games, simulations, table-top exercises,
seminars, and workshops. These events are in support of FEMA's mission
in developing, implementing, and institutionalizing an all-hazard,
risk-based exercise program, "Comprehensive Exercise Program (CEP)," to
improve emergency management exercises. Some of these exercises may be
classified up to TOP SECRET level. Since only the broad scope and
general nature of each proposed exerecise is known at this time, a task
order will be issued under the Statement of Work for each exercise,
game, table-top, seminar, workshop, or simulation requiring support.
Each task order will contain descriptions of the exercise type,
scenario, location, approximate date of event, and specific
deliverables and contractor support required. Contractor support will
be more extensive when FEMA is the sponsor than when FEMA is co-sponsor
or is supporting exercises sponsored by another organization. Specific
categories of technical support to be provided in support of the CEP
under this requirement will include the following: 1) FEMA-supported
all-hazard State and Local exercises; 2) FEMA-sponsored exercises to
test the Federal Response Plan; 3) FEMA-supported national and
international exercises, and 4) exercises that are either sponsored by,
jointly sponsored, or supported by FEMA, and designed to test and
evaluate specific plans, policies, and procedures for dealing with
special events (i.e. Olympics) or with extraordinary events (i.e.
terrorism). In addition, table-top exercises, simulations, and gaming
techniques are used to assist senior officials in finding solutions to
policy questions and coordination issues. Contracor support and
technical assistance examples of FEMA-sponsored exercises may include:
1) Large-scale Exercises -- These may involve up to 2,000 participants
from States, localities, Federal departments and agencies at the
national and regional levels, voluntary organizations, industry, and
foreign governments. These exercises may involve 24-hour per day
operations and may last from 3 to 14 days. These exercises may be
full-scale exercises with actual movement of emergency personnel and
equipment, or they may be functional or a combination of these
techniques. 2) Large-scale Games -- These games involve up to 450
participants from national, regional, State government levels,
voluntary orgainizations, industry, and foreign governments. They vary
in length from 5 to 14 days, and occur during 8-hour work days. 3)
Table-top Exercises, Seminars, Workshops -- These events involve
participants from the same groups as in the large-scale games and
exercises, but involve fewer participants. These range from a 4-hour to
a 3-day event, and require use of facilitators and recorders. 4)
Simulations -- Simulation tools provide inter-active capabilities to
enable emergency managers on the local, State, Regional, or Federal
levels of government to practice decision making-making in an
environment that allows them to visualize the results of their
decisions/policies immediately, and to try various alternatives.
Examples of exercises in the jointly-sponsored and FEMA-supported
category are: NATO Crisis Management Exercises (Classified NATO
SECRET); other international exercises (for example, with the
Partnership for Peace Program); jointly-sponsored military exercises;
FEMA-supported management of consequences of terrorism exercises or
technological hazard exercises. The solicitation EME-97-RP-0021 will be
issued on or about 3/21/97. The solicitation/proposal due date will be
on or about 4/30/97. FEMA anticipates award of an ID/IQ-Time &
Materials fixed-price type contract on or about 8/5/97. A copy of the
