The Department of the Treasury, Financial Management Service, intends to award a sole source order of approximately $35,000 to the Council for Excellence in Government, 1301 K Street, NW, Washington, D.C. 20005. The Council is a national, non-profit organization designed to improve the performance of government by facilitating high level dialogue between the federal government and the private sector. The Financial Management Service has initiated a project to explore the finance office of the future and the Council will assist the FMS in constructing a strategic framework and in refining the strategic vision of the project. The Council is uniquely qualified for this project because of its capabilities, experience, and position as a non-partisian and objective agent for change at the intersection of government and the private sector. It uniquely combines the ability to convene the appropriate officials of both the public and private sectors at the strategic level and to maximize their results through application of state-of-the-art conferencing and technology. The basic ordering agreement with the Council shall be in effect for one year and may be extended for one additional year thereafter. The total amount of tasks placed against the agreement will not exceed the simplified acquisition threshold. Interested parties shall submit capability statements including detailed technical information and other technical literature which fully demonstrates the ability to meet the above requirement.
