Groome, Contract Specialist (202) 205-6622 The U.S. Small Business Administration (SBA) has a requirement to obtain Outplacement Services. On 12 September 1995, the President issued a memorandum to heads of agencies on career transition for Federal employees. It specifically directs agencies to provide Federal employees with career transition assistance. The Office of Personnel Management issued interim regulations effective 29 February 1996 (5 CFR 330, Subpart F), requiring agencies to establish a career transition assistance plan (CTAP) to actively assist its surplus and displaced employees to find other employment. SBA's CTAP was issued in SBA Policy Notice 3000-1460 on 6 June 1996. In order to provide the outplacement assistance required by SBA's CTAP, the Agency requires contractor services on an as needed basis to provide outplacement assistance services to SBA employees. The period of performance for this Contract shall be from date of award through 30 September 1997 with three (3) one-year option periods. This procurement is a 100% small business set-aside. The applicable Standard Industrial Classification Code (SIC) for this Contract is 8331 with a small business size standard of $5.0 Mil.
