Egypt This announcement is for the purpose of soliciting names of firms
or joint ventures interested in submitting an offer for this project.
Eligible contractors will be limited to (1) U. S. construction firms
(2) joint ventures between U. S. firms with at least one U. S.
construction firm or (3) joint ventures between U.S. firms and Egyptian
firms, including at least one U. S. construction firm. To be considered
a U. S. construction firm, the firm must perform construction as a
significant part of its business; must be incorporated and have its
corporate headquarters in the U. S.; must have paid corporate franchise
and employment taxes in the U. S. for a minimum of two years and shall
have filed state and federal income tax declaration for a minimum of
two corporate years, having paid any applicable taxes determined to be
due as a result of such filings; and employ U. S. citizens in key
management positions. To be considered an Egyptian firm, the firm must
befifty-one percent Egytian ownership, and an independently owned
firm. Firms that are partially or wholly owned by, or otherwise
affiliated with, the government of Egypt or its agencies are
ineligible. Performance guarantees are required. The estimated cost of
construction is between one million ($ 1,000,000.00) and five million
($ 5,000,000.00) dollars. PROJECT SCOPE: Construct three warehouses
and an office. The facilities will accommodate the storage of general
spare parts and supplies at three separate Egyptian depot sites in
Alexandria, Ismailia and Suez. The architectural design approach is to
provide buildings which are functional but austere. The building size
will vary at each location. The approximate sizes of the buildings are
as follows: Alexandria (Depot 10) -- 914 SM Ismailia (Depot 36) -- 468
SM Suez (Depot 37) -- 693 SM A separate 19 SM office structure will
provide additional administrative support space for the Suez site. The
exterior wall system will be comprised of a combination of metal panel
and 200mm concrete masonry (CMU) construction. Insulation will be
provided behind the metal wall panels. The exterior wall finish will be
stuccoed masonry. The masonry will extend to a height of 3 meters with
factory finished metal siding continuing above to the building eaves.
A metal roof system with gutters and down spouts will be utilized on
the buildings. Construct utility systems and site improvements.
Performance guarantees will be required. CONTRACT PROCEDURES: Both a
technical and price proposal will be required. Request for proposal
(RFP) will be issued to contractors responding to this notice.
Tentative date for issuance of RFP is 23 April 1997. Tentative date for
receipt of proposals is 7 July 1997. Tentative date for award is 25
July 1997. Contract award will be made on firm fixed-price basis. The
tentative construction period is twelve months. Note: Firms interested
