CORRECTION: This action was originally publicized in the CBD on January
24, 1997, Amendment #0001 approximately February 9, and Amendment #0002
approximately February 10, 1997 and is hereby corrected to read as
follows: Product is Paracentric Dead Bolt Lock and Accessories for
delivery to UNICOR FCI Pekin, ILL. Bid closing date and time is
changed/corrected to read February 18, 1997 at 2:00 p.m.. This is
Amendment No. 0003 to Synopsis/Solicitation RFP 1PI-R-0689-97. The
original synopsis/solicitation, Amendments #0001 and Amendment #0002
are changed/corrected as follows: Type of contract is a "Firm-Fixed
Price Requirement Type contract with Three (3) Option Years, if
exercised". Estimated quantities as stated are the estimated One (1)
Year usage per item. CONTRACT LINE ITEM 0001 is 80 Series, Paracentric
Dead Bolt, 6 Tumbler Lock. UNICOR Part Number is LOX0820. 99% of the
locks to be keyed one way and 1% keyed both ways. Estimated quantity is
5,000 each. CONTRACT LINE ITEM 0002 is Stainless Steel Jam Strike Plate
with stainless steel mounting tapered security torx screws. Strike
Plate is 1/4 X 20 X 1/2 Flat Head Pin-Torx. Estimated quantity is 5,000
each. CONTRACT LINE ITEM 0003 is Stainless Steel Escutcheon Plate with
stainless Steel pinhead torx screws, key both ways. Escutcheon Plate
screws to be 1/4 X 20 X 1/2 Button Head Pin-Torx. Estimated quantity is
5,000 each. CONTRACT LINE ITEM 0004 is Lock Mounting Plate to include
1/4 X 20 X 1/2 stainless steel beveled security torx screws. Key coding
to be determined by FBOP Security Officer. Line Item 0004 will be used
to mount Line Item 0001. Estimated quantity is 5,000 each. CONTRACT
LINE ITEM 0005 is 10 series, Paracentric 6 Tumbler Dead Bolt Locks
keyed one way with Security Type Mounting Screws. UNICOR Part Number is
LOX0821. Key coding to be determined by FBOP Security Officer.
Estimated quantity is 5,000 each. CONTRACT LINE ITEM 0006 are KEYS to
fit the above 80 Series and 10 Series Locks as required. Estimated
quantity is 1,500 each. The locks are forSecurity Detention Doors.
UNICOR, FCI Pekin needs the template for both lock to include mounting
plate and excussion plate. Prospective bidder must be able to deliver
a minimum of 100 locks within 30 days ARO and 100 locks each week
thereafter. The delivery order limitations quantities are: Minimum
quantity is one per delivery order and Maximum is 800 per delivery
order. Due to logistics of the contract, offerors must be aware that
the locks will be shipped directly to the UNICOR customers which will
be in many locations across the Continental of the United States. This
is a "ALL OR NONE" offer/contract. Offerors must bid on all six (6)
line items. A contract will be awarded to the offeror who submits the
lowest aggregate offer. A Firm-Fixed Price Requirement Type contract
for One (1) Year with Three (3) Year option, if exercised, is
anticipated. Period of Performance is Date of Award to One Year
thereafter plus three (3) years option, if exercised. F.O.B Origin
prices will apply. Place of Performance is various UNICOR locations
throughout the Continental of the Unites States. Delivery Orders will
be placed by UNICOR, FCI Pekin, 2600 South 2nd Street, Pekin, ILL.

receipt of order. Additional general item description is hereby
furnished as follows: (1) KNOWN ACCEPTABLE DETENTION HARDWARE
MANUFACTURERS: The firms listed below have been considered as
acceptable manufacturers of detention hardware for previous FBOP
projects and, provided that their products meet or exceed the
requirements of this specification, may be considered acceptable for
work of this project. (1) Adtec Security, Inc. (2) Folger Adam Company
(3) Southern Steel Company (4) Willo Products, Inc. (5) R.R. Brinks --
for 3020 locks only (6) Best Locks (7) NT Falcon Locks. (2) EMBEDDED
ITEMS -- Embedded items shall be mild steel shapes and plate and, where
required, shall be 5 mm or 6mm, and shall comply with ASTM A366. (3)
DETENTION HARDWARE -- (A) Furnish detention hardware, conduit system,
wiring, and accessories for a complete security system to function
properly as specified. Furnish templates of hardware if required by
other contractors. Security hardware and accessories shall be
furnished. Break-off-type fasteners shall be used for installation of
all prison locks using the prison paracentric key, and for installation
of the cover plates associated with these locks. Pinned torx head
screws shall be used at all other hardware installations. (B)
MECHANICAL DEADLOCK -- similar to Folger Adam #12-6 and #16-6. (a) The
lock case shall be made of drop-forged steel. The lock size shall be
4 1/2 X 3" X 1 1/4". The bolt size shall be not less that 1 1/2 X 3/4
milled from a high-strength bronze and hardened steel. Slide to be
integral with bolt. The throw bolt shall be not less than 5/8 and shall
be made of proper length to come flush with door frame when retracted.
(b) The locks shall be keyed one side or two sides and shall have six
(6) spring-tempered hard brass tumblers with notched ends. Each
tumbler shall be activated by flat phosphor bronze spring. (C) The lock
cylinder shall be made of polished alloy bronze having both hardness
and tensile strength equal to mild steel. The cylinder shall extend
12.5mm beyond case and shall be grooved to match and guide similar
grooves in key. (4) DEADLOCK similar to Folger Adam #82-6/#86-6: (a)
The lock case shall be made of drop-forged steel. The bolt size shall
be not less that 5 1/2 X 3 3/4" X 1 1/2". The bolt size shall be not
less than 2" X 3/4" milled from a solid cold-finished steel bar. Slide
to be integral with bolt. Each bolt to have three (3) hardened tool
steel inserts not less than 6mm diameter, inserted into blind holes
from the inside of lock. Inserts shall fill holes loosely so that they
will turn against action of saws. The throw bolt shall be not less
than 19mm and shall be made of proper length to come flush with door
frame when retracted. (b) The lock shall be keyed one or two sides and
shall have six (6) spring-temperedhard bras tumblers with notched
ends. Each tumbler shall be activated by flat phosphor bronze spring.
(c) The lock cylinder shall be made of polished alloy bronze having
both hardness and tensile strength equal to mild steel. The cylinder
shall extend 12.5mm beyond case and shall be grooved to match and guide
similar grooves in key. (d) These locks must first pass the following
pressure test (which is required by the Federal Bureau of Prisons
before and after installation): This test (using a torque wrench and a
19mm crow's foot) consist of applying 1.2 joules of pressure to the
lock bolt in the locked position. Pressure should be applied to the
center of the lock bolt and then to the top and bottom of the lock
bolt. If any lock fails the test, that lock shall be replaced with a
lock that does meet the required test at no cost to the Government. (5)
LOCK MOUNT SIMILAR TO FOLGER ADAM #HM: Prison locks on all hollow metal
doors shall be mounted with Floger Adam lock mounting HM or equal. The
lock shall be attached to the mounting plate with four (4) flat head
spanner screws. The protruding ends of the screws shall be ground
smooth and flush with the surface of the plate, which shall be made of
3/16 X 7" X 10" hot-rolled, pickled, and oiled steel, and shall be
attached to door by eight (8) 1/4 X 20 X 1/2" flat twist-off or pin
torx head security screws. Edges of plate shall be neatly and uniformly
beveled. Provide a Folger Adam #1 escutcheon. The pocket for the lock
and the framing for attaching the No. HM mounting shall be provided by
the door manufacturer. The mounting plate shall fit on surface with
the face sheet of the door. Framing shall be 3mm thick steel channel,
formed or rolled. (D) Manual-operated prison security lock, keyed one
side, inmate's side blank (80 Series, Model 82-6). (E) Manual-operated
Prison Security Lock keyed one side (10 Series, Model 12-6). (F) KEY
CONTROL -- (A) Delivery of Keys: Manufacturer shall tag keys according
to their corresponding locks and delivery directly to the Contracting
Officer or his authorized representative and obtain signed receipt for
same. Keyways assigned to this project shall be proprietary for use
only by the FBOP and as approved by the Federal Bureau of Prisons
Supervisory Security Specialist. Delivery Orders will include keying
instructions, quantity and FBOP Security Office that will receive all
locks and keys. Freight will be F.O.B. Origin. My new Telephone Number
