Indian Head Division, Naval Surface Warfare Center has a requirement for the Naval Explosive Ordnance Disposal (EOD) Technology Division, Indian Head, Maryland for obstacle avoidance sonars. The requirement will be broken into two phases. In the first phase, the contractor will be required to deliver two engineering development models (EDMs 1 and 2),that conform to the performance specifications, to the government for development testing (DT-IIA). EDMs 1 and 2 will undergo significant testing that will include environmental (high temperature, low temperature, vibration, shock, etc.) testing and electromagnetic interference characterization. Following DT-IIA, the contractor shall refurbish EDMs 1 and 2 after which they will be known as EDMs 3 and 4. The government will then conduct further developmental testing (DT-IIB) on EDMs 3 and 4 which will include typical users operating and maintaining the OAS in its intended operational environment. After successful completion of DT-IIB, the government may exercise the production option (phase II) for an additional 6 systems. The contractor shall deliver EDMs 1 and 2 within 120 days after contract award. EDMs 3 and 4 shall be delivered within 30 days after receipt of EDMs 1 and 2 for refurbishment.
