Institute of Standards and Technology (NIST) has a requirement for
engineering services to assist in the design of the Rapid Thermal
Processing System and Reflectance Facility. The tasks include
participating in the design of components for the retroflectance
facility, participating in the design of necessary hardware for the
rapid thermal processing experiment, participating in the design of
parts and components for the fluorescence project, participating in the
design of optical/mechanical systems in support of radiation
temperature research, and participating in the design of mechanisms for
the measurement of bi-directional diffuse reflectance. The contractor
shall have expertise in the design of intricate mechanical and
electrical systems, as well as with optical and detector systems that
are standards of quality. It is the intent of the government to only
negotiate with the Reyer Corporation, of New Market, Maryland, under
the authority of 41 U.S.C. 253(c) (1) as the only responsible source
able to meet the needs of the government. Reyer corporation has the
unique and expert experience in mechanical and electrical design, for
primary standards in radiometry. The Reyer Corporation has participated
in, and is familiar with, the design and construction techniques for
mechanical, electrical, and optical systems already in place at NIST.
They possesses the knowledge necessary to interrelate any new system
with the previously designed systems. The period of performance under
this contract is from date of award through September 30, 1997. No
solicitation package is available. See Numbered Notes 22, and 26.
