A -- NON-DEVELOPMENTAL/OFF-THE-SHELF FREEDOM OF INFORMATION ACT (FOIA) TRACKING SYSTEM DUE 031497 POC Jimmie D Biggs, Contracting Officer, 405-954-0512 POC Jimmie D. The FAA is requesting information concerning the existence of non-developmental/commercial off-the shelf (COTS)/government off-the-shelf (GOTS) software packages used for tracking Freedom of Information Act (FOIA)requests. The FOIA tracking systems will: utilize state-of-the-art technology; be an independent software package that complies with open system standards; data will be stored on a centralized database server and allow FOIA coordinators located at remote sites to enter an electronic request received from the customer; permit viewing by all FOIA system users as well as electronically notify the responsive office of the request; enable only employees with the proper security access to update the status field of the record or add a new record; allow a history of such status updates to be maintained to allow an audit trail of official actions; feature an alert mechanism which will alert the FOIA coordinator who originated the request of an overdue status as well as an approaching overdue status to ensure that the required action can be taken and priorities reassigned to process the request more quickly; feature the ability to track and identify different Regions, Divisions, and other field operational areas to which the FOIA request was assigned for response; permit flexible inquiry and reporting using parameters such as dates, subjects, and status is essential to the success of this system; generate standard reports pertaining to the status of a request, listing of a request, listing of pending requests, listing of overdue requests, fees pending or overdue, etc.; feature a built-in spell checker to aid users in eliminating spelling and typographical errors; provide a means to maintain tables such as fee schedules, security profiles, and user information to ensure that new data can be added to the code table by personnel with the proper security profile; feature on-line documentation and context sensitive help to enable the user to find solutions to FOIA-related problems at the touch of a button and, similarly, provide help pertaining to specific screens and fields; provide a means for users to browse through records; provide a one time conversion of records that have currently been created in ACCESS, SuperBase, dBaseIII, and FOXPRO into the FOIA system (Note: The conversion requirements of historical data will be addressed during the requirements phase of this project). An automatic installation program will be supplied to ensure proper installation of the system and its required files. This installation program will resemble the Windows installation programs. Additionally, an automatic upgrade feature will be included in the FOIA system. Any upgrades to the software will be loaded into the database server and downloaded to the client workstation when the user logs into the system. The PCs used to by field offices will use Intel 486 or above CPUs running Windows 3.1 or higher. A user base of between 100 and 200 is expected.
