(A-E) Contract Services for performance of Architectural with
Historical Impact in the National Capital Region (NCR), Solic itation
No. GS11P97AQD0005. Professional Services will be rendered under this
co ntract on an as-required basis for projects within the GSA National
Capital Regi on. Current tentative projects include Archives:
miscellaneous renovation; roof replacement; and upgrade elevators. The
professional services include Architec tural, Structural, Civil,
Historical Preservation, Landscape/Site Improvement, M
echanical/Electrical, Fire/Life Safety, and Handicapped Facility
Development. T he work includes, but not limited to the following:
feasibility studies, engine ering studies, design, cost estimates,
preparation of contract documents, Post C onstruction Contract Services
(PCCS), and construction inspection services. All services are to be
procured through the issuance of Work Orders. The duration of the
contract shall be for one (1) base period and four (4) option periods,
no t to exceed $1,500,000 for each effective period, for an aggregate
dollar value of $7,500,000. Each period shall not exceed twelve (12)
months. Consideration for the contract will be limited to business
firms, joint ventures (either with consultants) demonstrating
capability to coordinate the required services in the ir own active
production offices located within the GSA-NCR boundaries. The bou
ndaries of the GSA NCR consist of District of Columbia; Montgomery and
Prince Ge orges counties in MD; the cities of Alexandria, Falls Church
and Fairfax in VA; and the counties of Arlington, Fairfax, Prince
William, and Loudoun in VA. Firm s in the states of Virginia, Maryland,
Delaware, Pennsylvania, New York and New Jersey may also apply,
however, the selected firm must establish an active produ ction office
within 30 days within the boundaries of the GSA-NCR after award of the
contract. The following evaluation criteria, in relative of importance,
wil l be used in the evaluation of A-E firms: I. PROFESSIONAL
QUALIFICATIONS(30%). A. Team Experience on similar projects. B.
Relevant key individual experience and professional qualifications. II.
CAPABILITIES OF FIRM(30%). A. Sufficien cy of staff and technical
resources available, not committed to other contracts, to undertake
this contract. B. Location of firm and knowledge of the locality of the
projects. C. Familiarity with (SI) metric system. III. SPECIALIZED EXP
ERIENCE AND TECHNICAL COMPETENCE(20%). A. Suitability of firm's
previous conce ntration of the type of work required herein. B. Based
on specific examples sh own, does the firm provide a well organized,
accurate, and fully coordinated set of feasibility studies, technical
studies or prospectus development studies?; a nd IV. PAST
PERFORMANCE(20%). A. Do the project examples submitted indicate c
ompliance with performance schedules? B. Cost Control. C. Quality of
Work. D . Demonstrated success in prescribing the use of recovered
materials and achievi ng waste reduction and energy efficiencyin
facility design. If selected for a n interview, each A/E shall present
at least two project examples including draw ings and specifications,
a final cost estimate (indicating original budget), a s ummary of the
project scope and objectives, and the name, address, and phone num ber
of client contact(s). Firms having the capabilities to perform the
services described in this announcement are invited to respond by
submitting an SF-254's (for firm and joint venture and team
consultants), which must be dated not more than six (6) months before
the date of this synopsis, and SF-255 along with a l etter of interest
identifying the project solicitation number to the procurement office
listed above by 3:30 p.m. local time on the due date of this notice.
Lat e responses are subject to FAR Provision 52.215-10. Each SF 255
shall include p artial project examples as similar in nature to the
tentative projects as possib le, bound in an 8-1/2" x 11" format. Also
include in Block 10 of SF 255 as the last entry the following
certification: "I hereby certify that the firm (joint venture) meets
the geographic limitations stated in the CBD Announcement for thi s
solicitation,"or a statement certifying establishment of a local office
within 30 days after award. THIS PROCUREMENT IS BEING SET-ASIDE FOR
SMALL BUSINESS CO NCERNS ONLY. Submissions shall be made to: General
Services Administration, 7th and D Streets, SW, Bid Room 1701,
Washington, DC 20407 by 3:30 p.m. local time . The following must be on
the outside of the envelope: 1) Solicitation Number, 2) Due date, and
