The U.S. Postal Service is seeking Qualification Statements from building contractors wishing to be considered for Prequalification for award of a Cost Reimbursable, Guaranteed Maximum Price (GMP) construction contract, for the renovation of the U.S. Postal Service Headquarters building located at 475 L'Enfant Plaza, SW, Washington, DC 20260-6200. Construction estimates for this project are in the range of 35 to 40 million dollars. The scope of construction services include but are not limited to demolition, new ceiling, lighting, walls, floor finishes, electrical installation, fire protection, fire alarm, upgrading existing HVAC systems including controls and cleaning existing ducts, a new central core to provide additional access between floors, and some incidental exterior work. Construction work will take place while the building is occupied. Construction is to be completed within a 20-month period after issuance of a Notice to Proceed. Construction will be phased to accommodate the needs of the building users. The successful offeror will be expected to coordinate its work with other contractors that will be working in the building during the renovation. Only the most highly qualified contractors will be prequalified. To be considered for prequalification, the contractor must be financially capable, be in business a minimum of seven (7) years, and have completed three (3) comparable projects in the last five (5) years. A comparable project is defined as: a renovation of a multistory, Class A, office building with a minimum of 300,000 square feet of tenant and infrastructure improvements at a cost of $20,000,000 or more. The contractor's Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: Experience, Management Plan, Past Performance, Organization, and Backlog. Additionally, favorable consideration will be given to contractors that can demonstrate experience in renovations of occupied buildings, phase construction, coordinating work with other contractors, working with cost reimbursable GMP contracts, and building in the District of Columbia. The USPS intends to issue a Request for Proposal (RFP) to prequalified contractors only. The USPS will select the offeror that provides the best value to the Postal Service, taking into consideration technical and cost-related factors. Primary consideration will be given to superior technical or management features of the proposal rather than the lowest overall cost. The Contracting Officer may require firms in the competitive range to give an oral presentation to outline their capabilities prior to final selection.
