The purpose of this synopsis is to amend the combined synopsis/solicitation published in the CBD on 12 February 1997. This combined synopsis/amendment is issued as Amendment 0001 to Solicitation No. DCA200-97-R-0059. Proposals shall acknowledge receipt of this Amendment. Change paragraph (xiii)(1)(a) to read, "CLIN 0001AA, 1 Ea in Year 1 and CLIN 0003AA, 1 Lot in Year 1." Change paragraph (xiii)(1)(b) to read, "CLIN 0001AB, 1 Ea in Year 1 and 3 Ea in Year 2 and CLIN 0003AB, 1 Lot in Year 1 and 3 Lots in Year 2." Change paragraph (xiii)(1)(d) to read, "CLIN 0002AB, 1 Ea in both Years 2 and 3 plus 3 Ea in Year 3." Add the following additional requirement to subparagraph (xiii): "(9) Offerors shall submit their primary and alternate price proposal in hard copy and 3 1/2 inch diskette format, using Microsoft Excel spreadsheet Version 5.0 for Windows. Prospective offerors shall submit a computed discounted life cycle cost (DLCC) study based strictly upon the evaluation criteria established in the RFP incorporating the proposed prices and evaluation quantities. This approach will serve to disclose any potential proposal ambiguities or misinterpretations and will help ensure a mutual understanding of the pricing methods proposed. The offeror's DLCC calculations will be used only to assess potential problems or discussion areas. In the event there is a difference between the paper copy and the electronic copy, the data on the electronic copy shall prevail. Proposals must price all options to be considered for award. The price evaluation will be based on the total DLCC. Based upon the 1996 discount rates listed in OMB Circular No. A-94, the following discount factors will be used for evaluation (contract months and evaluation months are assumed to be one in the same): Evaluation Year (EY) 1, Evaluation Months (EM) 1-12, 0.974 Discount Factor; EY 2, EMs 13-24, 0.924 Discount Factor; and EY 3, EM 25-36, 0.877 Discount Factor. For clarification purposes, the following lists the total quantity which will be used for evaluation purposes by CLIN in each contract year: Year 1, CLIN 0001AA, 1 Ea, CLIN 0001AB, 1 Ea, CLIN 0003AA, 1 Lot, CLIN 0003AB, 1 Lot, CLIN 0004, 300 Hrs, CLIN 0005, 400 Hrs; Year 2, CLIN 0001AB, 3 Ea, CLIN 0002AA, 1 Ea, CLIN 0002AB, 1 Ea, CLIN 0003AB, 3 Lots, CLIN 0004, 200 Hrs, CLIN 0005, 200 Hrs; Year 3, CLIN 0002AA, 1 Ea, CLIN 0002AB, 4 Ea, and CLIN 0004, 50 Hrs.
