Force Combat Climatology Center (AFCCC) is assigned to Air Weather
Service (AWS), an Air Force Field Operating Agency, currently located
at two locations, Scott Air Force Base, Illinois and the Federal
Building, Asheville, North Carolina. The AFCCC mission is to collect,
save, and apply high quality historical and climatological atmospheric
and space environmental data to generate tailored environmental
products in support of all facets of worldwide military operations and
planning. Data is collected at Asheville from many different sources
in many different formats, converted into useful databases, and
transmitted to Scott AFB. Requirements include providing Operations and
Maintenance (O&M) and technical services support of the UNISYS 2200
(Asheville only) and IBM ES/9000 mainframe, Reduced Instruction Set
Computer (RISC) systems (Scott only), servers, workstations, operating
system and Commercial Off-The-Shelf (COTS) software, subsystems,
supporting peripherals, storage devices, communications (including
Local Area Networks (LANs)), uninterruptible power system (UPS), and
motor generator located at both Scott AFB and Asheville. These items
are being replaced and upgraded as part of the AFCCC-Replacement
(AFCCC-R) project under a separate contract with Hughes Systems, Inc.
These replacements will operate in parallel with the existing AFCCC
items to ensure continuity of support and an orderly transition to the
replacement items. Additionally, the AFCCC/Scott AFB is moving to
Asheville beginning in 3FY97 and ending in 4FY98. Upon completion of
this relocation, the two existing geographically separated units will
combine at a single location -- Asheville. The AFCCC Services & Support
(S&S) requirements include Basic Work Elements of hardware, software,
and communications maintenance. Separate Task Orders for future
upgrades to the AFCCC S&S are required to meet the dynamic mission
support requirements of AFCCC customers. Following initial integration
of newly developed/purchased hardware and software, operational
procedures will need to be supported. Qualified personnel, technical
services, equipment, spares, material, and tools for quality hardware,
software, and communications maintenance must be provided. The
Contractor shall also provide hardware, software, and communications
maintenance and technical services support of the
government-owned/leased equipment (GOE). HQ AWS is seeking only those
sources which have pre-competed contracts against which HQ AWS can
write orders. For response, please include the following: 1. A white
paper depicting past experience in the Service and Support arena. 2.
The precompeted contract vehicle through which HQ AWS can reach your
company. 3. The length of time required to process orders using the
proposed contract vehicle. 4. The subcontractors available to perform
