V -- SERVICES TO DECON & RECYCLE RAD CONTAMINATED ELEMENTAL LEAD SOL N00181-97-R-0030 POC Nancy Hayden, Code 531.4A, (757) 396-8346; Nancy Hassell-Sitar, Code 531, (757) 396-8346 Provide services to Norfolk Naval Shipyard (NNSY) to commercially process radioactively contaminated elemental lead. The contractor shall decontaminate and recycle elemental lead scrap with radioactive surface contamination. The contractor shall perform this work in a manner which maximizes the volume of lead recycled and minimizes the amount of radioactive waste and mixed (waste that contains both hazardous and radioactive constituents). Lead scrap may be painted or encapsulated in stainless steel, carbon steel, aluminum, brass, or other metals which are externally radioactively contaminated. The contractor shall dispose of all waste generated during this process. All hazardous waste, radioactive waste and mixed waste shall be handled according to state and federal regulations at the contractors facility and disposed of appropriately. In the performance of this contract the contractor shall take custody of lead scrap from NNSY (Portsmouth, VA), or Puget Sound Naval Shipyard (Bremerton, WA), or Naval Reactors Facility (Idaho Falls, ID), or Bettis Atomic Power Laboratory (West Mifflin, PA), or Electric Boat Division (Groton, CT), or any combination of the above sites process it and provide transportation to the licensed disposal facility. Estimated quantities and volumes to be processed will be provided in the solicitation. The period of performance will be for 12 months with an option provision for an additional 12 month period.
