Notice: Provide materials and services necessary for the Construction
of Roof Replacement of Martin and Elbert Halls, Buildings 206 and 222,
Reserve Training Center, Yorktown, Virginia. The work includes, but is
not limited to removing the existing EDPM roof, built-up roof,
insulation board, and gypsum board from Martin Hall, Building 206 and
removing the existing EDPM roof, insulation board, and gypsum board
from a portion of Elber Hall, Building 222. Replace the roofs with new
modified kbutumen roof and insulation. All work shall be accomplished
in accordance with Specification No. 4096 and Drawing No. 2-20656-1
through 2-20656-6 (sheets T-1, A-1 through A-5. All work shall be
completed within 90 calendar days after Notice to Proceed. Plans
(half-size), specifications, and all necessary bid documents will be
available approximately 06 MARCH 1997. To receive a solicitation and be
placed on the bidders' list, interested parties must submit a written
request. Telephone inquiries will not be honored. Approximate Bid
opening for Solicitation No. DTCG47-97-B-3EFK04 is 08 April 1997 at
2:00 p.m. in Norfolk, VA. Estimated construction cost is between
$100,000.00 and $250,000.00. The solicitation is unrestricted IAW the
Small Business Competitiveness Demonstration Program. For Minority,
Women-owned and Disadvantage Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates toprovide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
