Pre-Solicitation: NATIONAL INSTITUTES OF HEALTH CONSOLIDATED LABORATORY FACILITY (BUILDING 50) -- BID PACKAGE NO. 1; Bethesda, Md; Provide all labor, material, equipment, etc., necessary to relocate utilities and construct foundations for construction of the National Institutes of Health Consolidated Laboratory Facility (Building 50). The project is a 23,040 sm. five story (plus basement and penthouse levels) research laboratory facility located on a 1.4 ha site. This is the first in a series of bid packages. Work in this Bid Package includes but is not limited to removal of existing parking lot, including paving, site lighting, landscaping and miscellaneous features; construction of site enclosure fence and temporary facilities, including temporary roadways, removal of site utilities including sanitary and storm drains, electrical ductbanks, asbestos insulated steam lines, and chilled water lines; construction of new sanitary and storm drains and electrical ductbanks; installation of sheeting and shoring; mass excavation; and construction of caissons and grade breams. Future work not included in this bid package will include construction of the superstructure; building enclosure; mechanical, elecltrical and plumbing systems; partitions; fixtures; equipment; backfill; site development and landscaping. Estimated cost of construction is between $1,000,000 and $5,000,000. Estimated completion time is one hundred and eighty-two (182) calendar days from the Official Notice to Proceed. The solicitation will be open to large businesses and small businesses under SIC code 1542. Contract Award will be made to the responsible Offeror whose offer, conforming to the conditions of the solicitation, is determined to be most advantageous to the Government considering technical, management, past performance, price, and other solicitation factors.
