Qualifications (RFQ) and Request for Proposals (RFP) for a Design/Build
Project, Sheridan Building Renovation, United States Soldiers' &
Airmen's Home (USSAH), 3700 North Capitol Street, NW., Washington, DC
20317-0002. USSAH, a Continuing Care Retirement Community, intends to
procure a design-build contract for renovation of the Sheridan
(dormitory) building on the USSAH campus. Procedure: The two-phase
design-build selection procedure using one solicitation will be used.
Requests for Qualifications (RFQ) will be issued to interested
design-build entities whose notification of interest is received by the
USSAH Contracting Office at the address given below by 4:00 p.m., 28
March 1997. Those offerors responding to this announcement by the above
deadline will be given thirty days to provide qualifications for
evaluation. It is intended to issue the RFQ on or about 31 March 1997.
The RFP will be issued to only the three highest qualified firms,
determined from the evaluation of the responses to the RFQ. USSAH
intends to issue the RFP on or about 30 May 1997 with a five week
response time, and to complete evaluations and award a competitively
negotiated firm fixed-price lump sum design-build contract to the "best
value" proposal in August 1997. The evaluation factors will be as
specified in the RFQ and the RFP. The proposed factors may include
management structure and organization of the design-build entity
proposed for this project, to include major subcontractor participants;
design-build experience; past performance of the entity proposed for
this project; and, the entity's experience in renovating continuing
care facilities, guest houses, dormitories and hotels of this
magnitude. The project completion date will be as accepted in the
selected offeror's proposal but in no case later than 30 June 1999.
Scope of Work: All design, demolition and removal of non-structural
elements of the building interior, and interior renovation including
all plumbing, electrical and HVAC fixtures and equipment. The building
consists of approximately 171,000 SF of living area, 115,000 SF of
common area and 10,000 SF of utility area. The primary objective of
this project is to enlarge the individual living quarters. This will be
accomplished in most cases by combining every two of the existing 893
single rooms into 514 single rooms with bath and closet, and in some
cases converting common toilet areas into living area. The project
includes installation of new plumbing, air conditioning, heating,
electrical and communications systems, and replacement of most exterior
windows. The existing building is eight stories high with the lowest
level exiting to ground on one side and exiting one story higher on the
other side. Exterior renovation is not included in the project.
Asbestos abatement is required. Lead based paint is present, but has
been determined through testing to be below the concentration for
abatement procedures. One-half of the building will be occupied at all
times during construction, with noise and other pollution contained to
the one-half under construction. The project will be designed with
commercial codes and standards. The facility must meet the BOCA
building codes, energy conservation criteria, USSAH installation
criteria, OSHA, NFPA, NEC, and ASHRAE standards as well as UFAS and ADA
requirements. The contract will be administered by the USSAH staff. As
an element of the design-build entity, professional architects and
engineers experienced in the design of similar facilities who are
registered in the District of Columbia, will be required to oversee all
aspects of the design and construction of the Sheridan Building
Renovation project. Project Cost, Funding and Schedule: The target
ceiling for contract award for design and construction is
$19,000,000.00. Offerors are under no obligation to approach this
ceiling. Design funds are available for this project and construction
funds are anticipated to be available in October 1997. USSAH intends to
award the contract in August1997. Fast-tracking of mobilization and
demolition will be authorized upon contract award, and fast tracking of
construction will be permitted according to the amount of design
completed. The RFP will contain both performance and prescriptive
criteria; design drawings of the existing facility; an asbestos survey;
lead paint test results; and a suggested general layout design
solution, use of which is to be optional by the offerors. A
pre-proposal conference will be conducted at the USSAH campus after the
RFP has been issued, to address USSAH concerns and answer offeror
inquiries. Design submittals will be required at approximately 35%, 60%
and 90% design stages. The 100% submittal will be the as-built
drawings. Informal partnering will be employed throughout the design
and construction phases of the project. Written requests should be
