NASA/GSFC plans to issue a Request for Offers for replacement of Distribution Sections with Auto Transfer Control of the three Secondary Unit Substations (two 500KVA and one 750KVA), Bus Ducts and other auxiliaries, including all connections and modifications in Building 7, and Replacement of two Secondary Unit Substations (one 750KVA and other using the existing 1500KVA) transformers with Auto Transfer Control, Bus Ducts and other auxiliaries, including all connections and modifications in Building 23 at NASA GSFC. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. The order of magnitude for the procurement is between $1,000,000 and $5,000,000 and the effort shall be completed within 455 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The Standard Industrial Classification Code for the procurement is 1731. The corresponding size standard is $7 million. The anticipated release date of the RFO is on or about March 1, 1997 with an anticipated offer closing date of on or about April 1, 1997. The firm date for receipt of offers will be stated in the RFO. Drawings will be available from the identified point of contact. All responsible small business sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in ASCII or RTF format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
