Kennedy Center for the Performing Arts has a requirement for security improvements to replace existing panic devices in 16 pairs of brass-railed glass doors at the 40' elevation (Plaza Level). This notice will serve as the official Request for Quotations (RFQ). There will be no additional solicitation issued. In order to be considered for award, vendors must submit a firm-fixed-price quotation to the attention of Latonca Harris, in Contracting. Telefax quotations will be accepted (telefax number: (202) 416-8975). These doors are to be fitted with concealed rod panic devices. The work will require that the 32 individual doors be removed, modified to accept the new hardware, and rehung. The doors measure approximately 3'6" wide x 10'0" high and weigh approximately 400 lbs each. Hardware requirements: (A) the devices are to be push-pad type, concealed vertical rod, with cylinder dogging and an integral request-to-exit (REX) switch. The mounting height of the device shall be as per manufacturer's instructions. The finish shall be US4 Dull Brass (BHMA 606); (B) lock cylinders for the dogging feature will be provided by the Kennedy Center Office of Security; (C) each installation will require that the door preparation for the old device be modified to accommodate the new one; conversation plates, finished to match the new devices, will be required to make an aesthetically acceptable installation; (D) contractor shall modify the door frames and thresholds as required to install top and bottom strikes; (E) it is highly recommended that vendors visit the site and make field measurements in order to verify the length of the concealed rods, the length of the device, and dimensions for any conversion plates needed to cover the door preparation of the old devices prior to submission of the quote; contact Adam Gaudreau, Office of Security, (202) 416-7957 to arrange the site visit. APPROVED DEVICE: Von Duprin CD RX 3347 EO US4 (any proposed substitutions shall be submitted to the Contracting Office in writingand approved by the Office of Security. Samples of proposed substitutions are to be submitted upon request.) The contractor will be expected to complete one pair of doors in a work day. At the end of each workday, the doors shall be able to be put into service. The contractor shall be responsible to provide any barricades needed to secure the work area from pedestrian traffic, provide covering to openings to control temperature drops in the building, and to clean the area at the end of each day. The Kennedy Center opens to the public at 10:00 a.m.; it is therefore recommended that work begin at 7:00 a.m. each day. Work shall be ended no later than 5:00 p.m. daily to preclude any conflict with performances or events. The site shall be clean and free of debris at that time. Work schedules shall be coordinated with performance and event schedules to prevent any conflicts due to high noise levels. The work will be divided into three areas. Each area has different traffic patterns and exposure to events and performances. If work is stopped in one area due to conflicting performances or events, the contractor may be permitted to work in another area when possible. GRAND FOYER: a large assembly hall approximately 600' long and 60' wide. The majority of doors are located in this area (12 pairs). Pedestrian traffic is usually minimal during the day. A major concern will be coordination efforts to avoid conflicts with events and performances. HALL OF STATES: the main entrance to the building. There are two pairs of affected doors. Pedestrian traffic will be heavy, but should not be a problem with adequate barricades and safety measures. Impact of work on performance should be minimal. HALL OF NATIONS: entrance parallel to Hall of States, toward the southern end of the building. There are two pairs of affected doors. Pedestrian traffic is significant, but less than the Hall of States. Work shall be coordinated with Concert Hall and Opera House schedules. Period of Performance: six (6) weeks. It is the Government's intent to issue a Firm-Fixed-Price Purchase Order in accordance with the Simplified Acquisition Procedures of Part 13 of the Federal Acquisition Regulation (FAR). The Government reserves the right to make an award based on initial quotations received without conducting discussions. This requirement is reserved 100% for Small Business in accordance with FAR 13.105 under SIC Code 5251 (small business limit: $3.5M). We will honor only written quotations mailed or telefaxed and received no later than 28 Feb 97. (0043)
