requests for solicitations and bids/offers. Failure to properly address
requests for solicitations in accordance with this CBD notice will
result in non-receipt of the solicitation package. Failure to properly
address bids/offers in accordance to solicitation instructions may
result in a late bid which cannot be considered. Written, fax, or
electronic requests for solicitation packages are accepted. No
telephone requests will be honored. Requests for copies of this
solicitation should include your commercial and government entity
(CAGE, a CAGE code has been assigned to you) along with your name,
address, data fax number, and solicitation number. The fax number for
requests is (309)782-4803. Electronic requests may be accepted through
the Automated Acquisition Information System (AAIS). All IOC
solicitations are available for viewing/downloading, in addition to
procurement history, via the AAIS. The AAIS is accessible
electronically 24 hours a day via modem at (309)782-7648. Terminal
emulation should be VT100, no parity, 8 data bits and 1 stop bit. Once
connected, enter 'aais' at the 'LOGIN' prompt. At the 'PASSWORD'
prompt depress the 'ENTER' key. Information obtained through AAIS is
also available on the Internet. Prospective customers may now access
the IOC home page at http://www-ioc.army.mil/. The current method of
accessing data through AAIS will remain in place until further notice.
At which time access using modems and login will be discontinued. The
Industrial Operations Command in conjunction with the US Army War
Reserve Support Command (AWR SPT CMD) is seeking sources interested in
contracting for a wide range of mission support services. These
services may include risk analysis, cost estimating and cost realism
studies, acquisition planning and stategy development, source selection
activies, best value analysis, decision analysis, modeling and
simulation, and various management studies. Interested parties must
demonstrate a knowledge of Federal Government programs, operational
concepts and management procedures with emphasis on activities over the
entire acquisition cycle. These activities require the contractor be
free from even perceived conflicts of interests. A competing
contractor, any officer, employee, representative, agent, or consultant
shall not be a primary or principal business activity of competing
sectors of the engineering or logisitcs services industries and will be
required to so certify. Some tasks in support of the AWR activities
have a potential for conflict if interest which is greater than
ordinary, involve access to Government plans and industry properietary
information and require a neutral technical resource to facilitate the
effective and efficient implementation of the contract. The AWR mission
support contractor will have access to proprietary, source-selection
sensitive, or otherwise restricted information, as necessary. Because
of this close confidential relationship, the AWR needs to ensure that
the mission support contractor cannot benefit commercially from this
contract either directly through subsequent procurement actions or
indirectly through knowledge gained as a result of this contract. In
order to mitigate these concerns, the AWR Spt Cmd intends to contract
with an impartial organization that can evaluate various commercial
operations without bias. In addition, the AWR will impose strong
Conflict of Interest (COI) restrictions on the AWR mission support
contractor.These COI restrictions include the prohibition of the
winning offeror, its parent, any of its affiliates, subsidiaries, or
successors in interest, consultants, and subcontractors from
participating (in any capacity) in any AWR procurements, other than
those activities in direct support of the AWR mission support
contractor, throughout the duration of the AWR mission support contract
(including options) plus one year up to a five year period beyond
