modified to extend reciept of offer to 2/14/97 at 2PM. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with Part 12.6 and supplemented with additional information
as included in this notice. This advertisement provides for the sole
solicitation. Unicor, Federal Prison Indistries, Inc. Beaumont, Tx is
intending to purchase 5 Dynomoniters immediately and an option to
purchase 3 more within two years of the initial purchase. Requests for
Proposals or written solicitations will not be issued. The proposal
number is 1PI-R-0696-97. The proposal document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-35. The FPDS Product and Service code is 3799 and size
500. Offerors shall submit a signed and dated offer to UNICOR, Material
Management Branch 400 First Street NW Washington, DC 20534 ATTN: Bid
Custodian, on or before 2/11/97 at 2 PM. Offers may be submitted on a
1449 or letterhead stationary. Offers must contain proposal number,
time specified for receipt of offeror, name, address and telephone
number of bidder, technical description of item being offered in
sufficient detail to evaluate compliance with the requirement under
this proposal, terms and condition of any expressed warranty, price and
any discount terms, remit to address if different if different from
mailing address, a completed copy of representations and certifications
at FAR 52.212-3 and acknowledgment of all amendments. If a offer is not
submitted on an SF 1449 or company letter head, a statement specifying
the extent of agreement with all terms, conditions and provisions
included in this proposal. All offers that fail to furnish required
representations and certifications or information or reject the terms
and conditions may be excluded from consideration, offerors must hold
prices firm for a period of 30 days from specified date for receipt of
proposal, unless otherwise specified. Offers or modifications to
proposals received at the address specified for the receipt of offers
after the exact time specified will not be considered. Documents cited
in the solicitation may be obtained from the General Services
Administration, Federal Supply Service Bureau, Specifications Section,
Suite 8100, 470 L' EnFant Plaza, SW Washington, DC 20407,
202/755-0325/0326.The government will award a contract resulting from
this solicitation to the responsible offeror whose offer is most
advantageous to the government. The following factors will be used to
evaluate offers: Technical Capability of the item offered to meet the
governments requirement and price. A written notice of award or
acceptance of a bid mailed or otherwise furnished to the successful
offeror within the time for acceptance specified in the proposal shall
result in a binding contract without further action by either
party.Before a offer specified expiration time, the government may
accept a bid or part of a bid after it's receipt unless a written
notice of a withdrawal is received before award. Dynamometer Statement
of Work: The dynamometer must operate and measure diesel engines from
1 to 1,000 net horsepowers. It must be capable of performing and
measuring at continuous speeds ranging from 300 RPMs minimum to 5000
RPMs maximum. It must be capable of operating and measuring engines
with a maximum torque of 15 lb/ft at 500 RPM minimum to a maximum
torques of 850 lb/ft at 3500 RPM maximum. It must be capable of
performing the following continuous test at minimum. (1) Engine
specified low idle for 30 minutes. (2) Engine specified high idle for
30 minutes. (3) 25% of engine rated horsepower for 30 minutes. (4) 50%
of engine rated horsepower for 30 minutes. (5) 75% of engine rated
horsepower for 30 horsepower for 30 minutes. (6) 100% of engine rated
horsepower for one hour. Provide & Install engine cooling column and
water cooling lines. Install data acquisition system and wiring harness
with wiring protection. Fuel line connections and piping. Provide
return water collection tank with piping and pumps. Provide exhaust
ventilation to include muffling systems. Supply ventilation. Engine
flexible hose exhaust piping. GENERAL The vendor shall provide a two
year on-site warranty for all procured material, to include all parts,
labor and a transportation in connection with this contract. This
specification states the primary and ancillary equipment required by
the government, installation requirements and limitations. EQUIPMENT
SPECIFICATIONS Since there are more than 107 different engines to be
tested the vendor will price separately and make available, all
adapters and spacers needed to mount. The dynamometer must be capable
of being calibrated by the maintenance technicians who operate it. The
instrumentation system must be capable of being calibrated by the
maintenance technicians who operate it. The instrumentation system must
be capable of monitoring engine performance or the probes, sensors, and
input devices used for test. The dynamometer must have a water brake
absorber. The dynamometer must operate at full load capability in both
clockwise and counter clockwise rotation. The dynamometer must have a
strain gauge load cell. The dynamometer must have an inductive speed
sensor. The dynamometer must operate within the water circulation of 40
gallons per minute at 35 pounds per square inch (psi) minimum, or
higher if adjustable, with atmosphere drain. The vendor shall provide
six 5000 # rolling engine test carts. The carts must have wheels for
movement within the maintenance facility and protect the tested engines
to preclude recalibration of the test equipment. The stands must allow
the technicians unrestricted access to the engine assembly to connect
all probes and sensors necessary for the dynamometer to perform all
required tests. Each dynamometer stand assembly will be equipped with
stand locking devices. Stands will be supplied with engine, drive
shaft, and locking shaft guard. Stands to cart configuration will
provide easy lock down and connections between drive shaft and engine.
The vendor shall provide a device that optimizes line and cable
removal from one test engine to attachment of another. The vendor shall
provide and install a swiveling boom device which channels all lines
and cables above the technicians' heads. The vendor shall mount the
frame to the wall. The device must extend a minimum of eight feet from
the wall or supporting base. The vendor shall provide all fittings,
lines, mounting hardware, probes, and thermocouples to mount on the
engines. Lines and hoses must extend 30 feet to ensure the system
operates from a junction box to the tested engine. The lines and hoses
must have positive lock connectors at both ends. Lines must withstand
250 degrees Fahrenheit. The FPI requires transducers, thermocouples,
and equipment with the following minimum standards: 2 (ea.) fuel
pressure transducers (0-200 PSI); 2 (ea.) oil pressure transducers
(0-200 PSI); 2 (ea.) air box pressure transducers (0-55
inches/mercury); 2 (ea.) crankcase pressure transducers (0-10
inches/mercury); 2 (ea.) crankcase pressure transducers (0-10
inches/water); 12 (ea.) thermocouples (0-1000 degrees fahrenheit); and
1 set calibration weights (100 pounds). The vendor shall provide an
instrumentation system which monitors the sensors and probes attached
to the dynamometer and tested engine. It must control the technician's
input parameters (e.g. feedback intervals), and monitor outputs from
the probes and sensors. Engine and dynamometer controls will be such
that it will either manually or automatically control the test.
Controls will be operated by computer control with the assistance of
the end user. The dynamometer instrumentation will be equipped with an
internal safety system for emergency situation to prevent engine and
dynamometer damage. The following will be featured in equipment: A.
In-cell warning relay. B. Engine ignition switch and in-cell relay. C.
Engine start switch and in-cell relay. D. Three each accessory switch
and in-cell relays. A thermostatically controlled cooling column, for
each dynamometer shall be furnished for use with liquid cooled
engines. The heat dissipation rate shall be at least 1,320,000 BTU's
per hour. An adjustable thermostatic control valve shall be provided to
obtain an engine water outlet temperature of 160 degrees F to 200
degrees F. A pressure relief valve shall be incorporated in the cooling
system to prevent abnormal cooling system pressure. A means shall be
provided for filling, venting and draining the cooling system. The
cooling column will be wall mounted and in such a way to be easily
coupled to the engine in test cell. Hoses and quick disconnects shall
be provided to connect the cooling column with the engines required to
be tested. The cooling column shall be equipped with sight glass and
external temperature gauge for water level and temperature readings.
The fuel flow measurement system shall conduct a fuel flow analysis by
measuring the volume of fuel being supplied to the engine. the unit
shall work in conjunction with the Data Acquisition System and function
as ameasuring unit for measuring and calculating the amount of fuel
flow to engine. All fuel data shall be processed via standard
"calculated channel" in the computer, no special software package shall
be required to read, store, display or graph the data. The weather
station shall be designed to measure weather conditions inside the test
cell. The three conditions measured are barometric pressure, relative
humidity and ambient temperature. The unit shall be incorporated with
the Data Acquisition System to provide corrected horsepower when
changes in atmospheric temperature pressure, and humidity occur in the
cell. This shall be standard equipment and be installed in each test
cell. Instrumentation must provide the following minimum requirements.
31 channel analogue inputs analysis and graphics with all 31 channels.
14" SVGA monitor, 16 MG-RAM 66 Mhz 486 CPU. High and low warning alarms
high and low emergency shutdown alarms. The vendor must provide all
software licenses required to operate the dynamometers. Theprogram must
monitor probe and sensor output, provide an on screen display of engine
performance, print analytical information, and store historical data on
electronic media. The program must provide a "built-in-test" capability
to calibrate probes and sensors. The instrumentation system currently
in use monitors the probes, sensors, and input devices and provides
feedback to the operator for calibrating these items. INSTALLATION The
vendor shall install the new system within the existing facilities. To
include all necessary parts require to meet the outlined
specifications. The new dynamometer must operate independently and not
interfere with the operation of the existing system. These
modifications must be made to provide movement of the dynamometer with
the test cell. The system must not restrict other engine testing
capability. The vendor shall provide, two (2) sets of operation and
repair manuals which includes wiring schematics, repair part numbers,
troubleshooting guides, and maintenance repair procedures for the
entire system. The vendor shall provide start- up assistance, operator
instructions, and on-site training and assistance. Prior to
installation, the vendor should conduct an on-site inspection of the
facility. The successful vendor must provide company representatives
that meet the Bureau of Prisons policy to gain access to the
institution. Before entering the Prison, the company's representative
