Stennis has requirements for support of projects and programs
concerning Acoustic Simulation and Tactics. The Contractor shall
provide analytical, programmatic, engineering, technical and life cycle
work of a non-personnel nature covering the following four general
areas: (a) Engineering, (b) Oceanographic and Atmospheric Data
Collection and Support, (c) System Maintenance and Repair, and (d)
Environmental Acoustic Analysis. The requirement involves research,
development, test, evaluation and life cycle support in the following
areas: (a) theoretical physics, numerical techniques, and computer
modeling of underwater sound propagation and scattering. (b)
experimental validation of models and translation of the results of
basic research into accurate technical support to the Navy underwater
acoustic community. (c) marine environment analysis relevant to
acoustic propagation through the development of acoustic environmental
data bases and numerical modeling of the acoustic field interaction
with the ocean and seafloor. (d) at sea experiments and data
analysis/interpretation (e) transitioning acoustic and environmental
modeling technology to naval warfare oriented applications (f)
transferring new technology developed within the research community to
specific acoustic prediction requirements in support of strategic
planning, tactical operations, intelligence gathering, system designs
and analyses, and at sea measurement programs (g) performing model
applications and analysis support for naval weapon systems, tactical
development and evaluation analysis, operations research and systems
analysis activities (h) developing applications software particularly
attuned to the needs and requirements of the Navy end user. A
Cost-Plus-Fixed-Fee, Indefinite Delivery Indefinite Quantity type
contract is anticipated. Specific requirements will be filled by the
placement of Delivery Orders. The base period is estimated at 12 months
with four 1-year options. A complete Statement of Work will be included
with the solicitation package. Prospective contractors should request,
in writing, a copy of solicitation/RFP No. N00014-97-R-SE01. FAX
requests are acceptable (601-688-6055). Solicitation/RFP to be issued
approximately 15 days after publication of this notice with closing
dated approximately 45 days after issuance. All responsible sources
responding to the solicitation will be considered. The Government will
not pay for any documents or information received as a result of this
