7249 A -- DEVELOPMENT AND INTEGRATION EFFORTS SUPPORTING THE F-15 FIGHTER

objective of this synopsis is to seek interested sources able to
continue Risk Reduction activities for integrating the Fiber Optic
Towed Decoy (FOTD) into the Tactical Electronics Warfare System (TEWS)
on F-15 aircraft. FOTD is the off-board subsystem of the Integrated
Defensive Electronic Countermeasures System (IDECM). The contractor
shall be responsible for providing a minimal core of personnel to
coordinate integration activities with representatives from the U.S.
Government, F-15 contractor, the TEWS contractors and the IDECM
contractor, provide F-15 design changes and address F-15 weapon system
impacts, and F-15 integration concerns leading up to the start of EMD.
Offers shall be considered from any firm providing clear and convincing
evidence of its knowledge and experience to meet all the following
criterion (a) Capability to meet and support Government, F-15
contractor, TEWS contractors, and IDECM contractor, by answering
questions about F-15 platform installation, aerodynamics and interface
design issues, (b) Capability to update specification and interface
control documents (ICD) to reflect changes that occur in system design,
(c) Capability to provide ILS support by providing design influence and
maintaining ILS planning activities, (d) Capability to investigate
feasibility of pneumatic dispensing in place of pyrotechnics (e)
Capability to investigate and provide support equipment solutions for
Fiber Optic and system fault isolation (f) Capability to interface with
and update aircraft and subsystem operational flight programs (g)
Capability to conduct electronic combat modeling and simulation to
support technical trade studies. Sources responding should provide
information concerning key management and program personnel with a
resume of their previous experience and evidence of capability to
perform successfully. This statement will have a twenty (20) page
maximum limit, double spaced, point size 12. Failure to provide the
above data with your response to this notice may disqualify your firm
from further consideration. Information requested herein is for
planning purposes only. It does not constitute a request for proposal
and is not construed as a commitment by the government. All responses
from responsible sources will be fairly considered, however, receipt of
responses will not be acknowledged. All respondents are reminded that
the Government must receive all responses within 30 days of publication
of this notice. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
