Environmental Protection Agency is performing a "market search" for a
contractor to provide support for 1) development of inhalation
reference concentrations (RfCs), oral reference doses (RfDs), and
cancer dose-response and/or unit risk assessments pertaining to
long-term exposures as well as assessment of effects of acute exposures
leading to derivation of acute reference exposure (ARE) values; and 2)
research to improve and develop new dose-response assessment
methodologies and to reduce uncertainty in existing methodologies.
Chemicals for assessments will be selected by the U.S. EPA Project
Officer. The data gathered in developing the RfCs, RfDs, AREs and
cancer unit risk assessments as well as data gaps identified will serve
as input into research support projects. Methodologies established by
the U.S. EPA to develop RfCs, RfDs, AREs and cancer unit risk
assessments will be utilized by the Contractor during the contract
period. The Contractor shall be responsible for literature searches,
compilation and evaluation of the toxicological literature to include
data array, analysis, critique, synthesis and summary of relevant
dose-response information. The Contractor shall provide the assessments
in formats identified by the U.S. EPA Project Officer. The Contractor
will draw upon the data generated in the assessment area to assist the
U.S. EPA in identifying, developing and applying state-of-the-art
methodologies to reduce areas of uncertainty in RfC, RfD, ARE and
cancer unit risk assessments through statistical analyses and
toxicological interpretations. EPA reserves the right to set this
action aside for small businesses. The applicable SIC Code is 8999 with
a size standard of $5 million in average annual receipts over the
preceding three years. ALL INTERESTED SMALL BUSINESSES SHOULD FURNISH
STATEMENTS REFERENCING THEIR CAPABILITIES WITHIN FIFTEEN (15) DAYS OF
THIS NOTICE. It is anticipated that a cost plus fixed
fee/level-of-effort contract will result from the award of this
solicitation. The Government anticipates a level-of-effort of 5,590
direct labor hours per 12 months for the base contract year. The four
option years (periods) are anticipated as follows: Option 1 -- 5,590
direct labor hours, Option Years 2, 3 and 4 -- 5,570 direct labor hours
each for a total potential of 27,890 direct labor hours over 60 months.
Small businesses are requested to submit appropriate documentation that
demonstrates their capability to support this effort. This
documentation should address as a minimum support for the requirement
stated above. It is anticipated that this solicitation will be issued
on or around mid-March 1997. This notice will be amended to indicate
whether this action will be set-aside for small businesses or be
processed under full and open competition. Interested parties may
obtain a copy of the solicitation by submitting a written request.
Telephone and facsimile requests will not be honored. Firms must
identify their size status when requesting a copy of the solicitation.
Firms who fail to do so shall be considered to be large businesses. A
limited number of copies are available. Only one copy shall be issued
to a corporate entity, regardless of requests from one or more
different geographical locations. A copy of the preliminary source list
will be issued to all prospective offerors along with the solicitation.
A separate request is not necessary. All responsible sources may submit
a proposal which will be considered by the Agency. The Government does
