Contractor shall write a simulation using the MATLAB software. For any software that cannot be written in the MATLAB language, the contractor shall write in the C language and then convert it into a MATLAB MEX-file. The necessary documentation and diskettes will be prepared which allows the Army to duplicate and run simulation on the PC. The principle features to be included in the simulation are: an array with a variable number of elements, both the acquisition and steady-state versions of the algorithm, a variable number of independent frequency-hopping interference signals, and a variable number of coherent multipath signals. The Army's monitor will supply other system details during the development. Contractor must demonstrate his/her ability to expertly program in the MATLAB code and promptly provide supporting documentation without causing unnecessary delays. It is the intent of the Government to award this contract to Cubic Defense Systems (San Diego, California), based on the fact that Cubic Defense Systems already has a proprietary program in the C language that can be converted to the MATLAB code and does most of the simulation. Cubic is the inventor of the maximum algorithm which affords no delays in time for them to learn either the algorithm or how to simulate it. Extensive market survey reveals that there are other contractors qualified to program in the C language, but delays while they attempt to convert their language to the MATLAB code would unnecessarily delay the project.
