Customs is seeking 8(a) firms with the capabilities of providing
document readers, maintenance services and training as described
herein. Customs is contemplating the acquisition of automatic
multi-document readers that have the capability to perform optical
character recognition for a variety of machine readable travel
documents that are processed by Customs, Immigration and Naturalization
Service, and air and sea carriers. Such equipment, associated
connectors, cables, installation support, and maintenance under
warranty shall be provided by the contractor. This is an
indefinite-delivery, indefinite-quantity (ID/IQ) type contract with
actual equipment delivery locations specified in the delivery orders or
by direction from the COTR. Additionally, the scope of the contract
includes document reader maintenance beyond the warranty period and may
be exercised at the option of the Government. The period of performance
is expected by from October 1, 1997 through September 30, 1998 with
four (04) one-year option periods. The multi-document readers must be
capable of reading machine readable passports, visas and identity cards
in 3 seconds or less, and capable of reading one, two or three line
documents that conform to the principles of the International Civil
Aviation Organization (ICAO) 9303 and International Standards
Organization (ISO) 7501 international standards. The multi-document
reader sought must have a compact desktop footpring; come equipped with
an automatic or a manual document feeder. The vendor is required
provide pre-developed software, installation and training support, and
hardware and software maintenance support. The multi-document reader
must utilize EIA RS232C/CCITT V.24 communications interface and support
a series of single function operator workstations or multi-function
workstations in either a stand alone or networked mode. Telephone
