Contractor shall develop, produce, and deliver a Camouflage Evaluation Toolkit (CET) software package that calculates preattentive metric parameters and generates fractal-based camouflage patterns, using information extracted from suitability digitized imagery. The software package shall be designed to successfully operate on a 120-mhz Pentium computer platform utilizing Windows 95 as the operating system. The turn-key software package shall be developed to integrate with a Graphical User Interface (GUI) which conforms to the Windows 95 Interface guidelines. The primary modules to be included in the development of the CET software package are: Metric Software Development, Documentation, Installation, Demonstration, and Training. The Army's monitor will supply other system details as they arise during the development stage. Contractor must demonstrate his/her ability to expertly develop the CET software package and promptly provide supporting documentation without causing unnecessary delays and or expenses. It is the intent of the Government to award this contract to Tasc Inc., Reading, MA, based on the fact that Tasc Inc. is the only known contractor who has participated in the development of the element of the toolkit, has the unique experience, expertise, and specific knowledge required to accomplish this requirement in the shortest time and at the lowest cost.
