POC TSgt Rick Cournoyer (210)671-1739 Description: Contractor shall
provide all personnel, equipment tools, materials, supervision and
other items necessary to accomplish re-tubing of condenser bundle #2,
m/n-OM238B7 located in the total energy plant (TEP), Bldg 4895,
Lackland AFB, TX 78236-5000. The contractor shall accomplish the
following work on condenser: 1) Re-tube the condenser bundle on chiller
#2 using genuine York factory purchased tubes of original design and
specifications. 2.) Remove all tubes and from the bundle using standard
industry practices. Upon removal of the tubes the contractor will clean
the entire internal surface of condenser including all rust and scale
deposits and apply rust preservatives. 3.) Install new tubes in
accordance with standard industry practices. 4.) Once tube replacement
is completed pressure test of vessel to 150 PSI for 24 hours. 5.)
After completion of pressure test of vessel perform Eddy Current Test
on all tubes for a base line report. 6.) Perform Eddy Current Test on
heat recovery bundle, make recommendations to contracting officer on
conditions of heat recovery bundle. 7.) Upon successful completion of
these operations, machine will be evacuated to hold a standing vacuum
for 48 hours without loss of vacuum, charging of unit will then be
allowed. Return unit to original operating parameters using government
supplied refrigerant. 8.) Provide government detailed reports of all
findings within one week of completion of work. 9.) Remove all existing
epoxy coating from tube sheets and water barrels and reapply new
coating of same material as removed. 10.) All work will be completed
within 10 weeks of notice to proceed. 11.) Site visit: the point of
contact for scheduling a site visit will be Mr Chris Scoocke, plant
superintendent or Mr Robert Weston plant foreman at (210) 292-5180.
12.) Prior to the start of any work the contractor will coordinate his
schedule of work with Mr Schocke or Mr Weston. 13.) The power plant is
a secure area and all contractor personnel will sign in and out when
arriving or departing the compound. No smoking is permitted within the
facility or within 100 feet of the fuel off loading station. 14.) Any
changes in the scope of work shall be in writing and signed by the
contracting officer or a designated representative. This is a combined
synopsis/solicitation for commercial services prepared in accordance
the format in subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation is issued as a request for
