The Navy has a requirement for the establishment, operation, and maintenance of two TRICARE Outpatient Clinics to be the managed care successor of the traditional NAVCARE clinics in San Diego. As part of the DoD TRICARE Prime system, each TRICARE Outpatient Clinic will serve as a separate Primary Care Manager (PCM) site for Naval Medical Center San Diego. The clinics will serve as the principal point of entry into the healthcare system for TRICARE Prime enrolled patients who have chosen the clinics as their PCM. The successful offeror will provide enrollees with all their primary care needs, including first contact care and a coordinative function for all their healthcare needs. A draft solicitation, including the statement of work and pertinent parts of sections F, J, L and M will be issued on or about 12 February 1997. A pre-solicitation conference is scheduled for 5 March 1997 in San Diego. Comments on the draft solicitation will be accepted until 12 March 1997. A formal solicitation is expected to be released on or about 3 April 1997 with proposals due on or about 3 June 1997. Performance will begin 1 June 1998 with options through 31 May 2003. There will be no separate synopsis for the formal solicitation. All potential offerors submitting a written request will receive both the draft and formal solicitations whether or not comments are offered to the draft.
