R -- SUPPORT FOR THE BIOETHICSLINE DATABASE SOL NLM RFP 208/DJH POC Daniel J. Hartinger (301) 496-6546 It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1) with the Kennedy Institute of Ethics, Georgetown University, Washington, D.C., for a three year cost reimbursement type contract for the addition of bibliographic records to the BIOETHICSLINE (NLM Registered Trademark) database, a part of NLM's MEDLARS (NLM Registered Trademark) retrieval system. The scope of this database includes health sciences, law, religion, philosophy, social sciences, and popular literature. The database also includes nine document types; journal articles, monographs, monograph chapters, newspaper articles, court decisions, bills, laws, audiovisual material, and unpublished documents. The Kennedy Institute shall be responsible for the acquisition and indexing of bioethics-related books, journal articles, reports, and other items not indexed in MEDLINE (NLM Registered Trademark), NLM's premier database covering 3,800 biomedical journals. Because many of the publications are not totally bioethics-oriented, skill is needed to determine those publications that warrant inclusion in the database. This requires knowledge of the BIOETHICSLINE database's scope and coverage, trends, and issues in the field of bioethics, and familiarity with NLM software, used to create database records. Since 1974, the Kennedy Institute has successfully acquired and indexed references to bioethics material using the Kennedy Institute controlled vocabulary called BIOETHICS KEYWORDS and has added this material to the BIOETHICSLINE database. These keywords are then mapped to NLM's MeSH vocabulary. The Kennedy Institute owns the rights to the data produced under the BIOETHICSLINE database during the period 1974 through 1987. In addition, the Kennedy Institute keeps on file a hard copy of every indexed citation which is required for the interlibrary loan program. It has been determined that the Kennedy Institute is the only source with the necessary capabilities and expertise of adding and maintaining records in the BIOETHICSLINE database without substantive changes in the BIOETHICSLINE data elements, software, or retrieval system and without duplication of effort. The Kennedy Institute owns the rights to a substantial portion of the data produced under the BIOETHICSLINE database making the Kennedy Institute the only firm capable of fulfilling NLM's requirements without undue delays.
