Workers' Compensation Services to be provided for all HUD employees
nationwide (approximately 11,000). Currently, there are approximately
730 HUD employee Workers' Compensation cases. HUD will follow emergency
procedures in awarding this contract, therefore the approximate date of
award of contract is 30 days from the date of this notice. The contract
term will expire September 30, 1997. Qualified offerors will have
knowledge and experience in Human Resources, Workers' Compensation,
with Federal Workers' Compensation knowledge and experience strongly
preferred. Offerors must demonstrate the capacity to handle HUD's
caseload and be capable of beginning work immediately on this contract,
and put in place on an expedited basis a claims processing system.

from the date of this notice. A description of HUD's need follows: HUD
is currently seeking to improve its Workers' Compensation Program in
the areas of claims processing and case management. The Contractor must
provide comprehensive support in administering HUD's Workers'
Compensation Program on an agency-wide basis, working closely with the
Department of Labor. The objectives of this support effort are: 1.
Increase cost efficiency of the system; 2. Increase effectiveness of
claims administration, which includes timely processing of claims with
enough information to adjudicate claims; 3. Establish aggressive
claims monitoring, including contacting the employee, the physician,
and conducting investigations where appropriate; and 4. Expedite return
