Selection requirement is for non-personal engineering, logistics, and
program office support services required by the U-2 Directorate. These
services shall be in direct support of the U-2 weapon system and will
require an in-depth knowledge of the U-2 aircraft, sensor systems,
data link systems and ground stations, along with a broad knowledge of
airborne reconnaissance as a whole. Proposed contract requirements
require potential sources to be eligible for access up to and including
sensitive compartmental information (SCI). (1) Engineering Services
include, but are not limited to, the following: Analytical Engineering,
Modification Engineering, System Integration Engineering, Engineering
Design Packages, Combined Engineering Services, Independent Engineering
Tests, Independent Technical Studies and Analysis Performance
Engineering, Software Engineering, Logistics Engineering, Acquisition
Engineering, Design/Development Re-Engineering. (2) Logistics Services
include, but are not limited to the following: Program Management
Reviews, Production Working Group Support, Acquisition Planning
Support, Program Management, Master Schedule Maintenance, Configuration
Control, Technical Order Development and Modification, Logistics
Studies/Analysis. (3) Program Office Support includes, but is not
limited to, the following: Financial Management, Metrics Assistance,
Briefing and Presentation Support, and Integrated Product and Process
Management Team Participation. From this RFP, the Government plans tp
award a indefinite delivery, indefinite quantity type contract with a
basic contract of 12 months and four annual options. This requirement
is restricted 100% total small business (SIC 8711). Firm fixed price
and cost plus incentive fee pricing arrangements are expected to be
solicited. This acquisition is being conducted IAW AFFARS APP BB,
Formal Source Selection Procedures. More information about this
acquisition can be found on the WR-ALC/PK Home Page at the following
address: http://contracting.robins.af.mil. The Draft RFP should be
released on or about 17 Mar 97 and a Pre-solicitation Conference is
tentatively schedule for 31 Mar 97, at the Smith Community Center at
Robins AFB. The approximate issue/response date will be 27 Feb 97. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
Award will be made only if the offeror, the product/service, or the
manufacturer meets qualification requirements at the time of award in
accordance with FAR clause 52.209-1. The solicitation identifies the
office where additional information can be obtained concerning
qualification requirements is cited in each individual solicitation.
17. Only U.S. Contractors certified and registered with DLSC
(1-800-352-3572) may participate. Submit copy of approved DD Form 2345
with request for solicitation. This acquisition may/does involve
technology that has a military or space application. The only US
contractors who may participate are those that are certified and
registered with DLSC (1-800-352-3572) and have a legitimate business
purpose. US contractors must submit a copy of their current, approved
DD Form 2345 with their request for solicitation. To request this
certification, write to the Commander, Defense Logistics Services
Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017- 3084 and
request a copy of Department of Defense Form 2345 or call DLSC at the
above number. The solicitation/data package will be mailed to the data
custodian identified in block 3 of the DD Form 2345. The extent of
foreign participation has not yet been determined. MOU country sources
must contact the Contracting Officer within 15 calendar days of the
date of this synopsis notice to receive a copy of the solicitation at
the time it is initially issued. Issuance of the RFP will not be
delayed to review requests from MOU country sources received after 15
days or from non-MOU country sources. Nothing in this notice
contradicts other restrictions, identified in the synopsis notice or
solicitation, regarding eligible sources (e.g., if this is a
small-business set-aside, foreign sources may not participate as
potential prime contractors but could, if otherwise eligible,
