Contracting Officer (415) 244-2349. SOLICITATION NOTICE -- The work
required includes the remediation of any media contaminated by
solvents, petroleum oil lubricants (POL), metals, acids, bases,
reactives, polychlorinated biphenyls (PCB), pesticides, or low level
radiological materials. These contaminants may be present in soils,
sediments, groundwater, air sludge, surface water, or man-made
structures. The contaminated sites may be landfills, hazardous waste
treatment, storage and disposal facilities, tanks, lagoons, fire
fighting training areas, or other facilities located in EFA West's
footprint in the states of California, Nevada and Utah. The SIC code
for this project is 8744 -- Environmental Remediation Services.
Remediation will be accomplished by use of a Firm Fixed Price
Indefinite Quantity (FFPIQ) type contract. This contract is primarily
for the operational bases and bases being closed by claimants (e.g.
Naval Air Station Lemoore, CA; Naval Communications Station Stockton,
CA; Naval Air Facility Centerville Beach, CA; Naval Weapons Station
Concord, CA; Naval Weapons Center China Lake, CA;and Naval Air Station,
Fallon, NV), will have a maximum total value of $9,000,000 for a three
year period ($3,000,000 for the base year and two option years at
$3,000,000 each). The services are to be acquired by negotiation from
a single solicitation with qualified offers based on technical and
price competition. The contract will have a base term of one year with
two one-year options. In order to determine that a prospective
contractor has the necessary technical ability to perform, the source
selection process is required as teh appropriate method of acquisition.
Initial award will be for the base year only. Interested firms will be
required to submit separate technical and cost proposals. Formal
source selection procedures will be used and the award is to be based
on the proposal determined to be most advantageous to the Government
considering both technical merit and cost. The Request for Proposals
(RFP) will be available in limited quantities on or about 18 February
1997 and will be available only until supplies are exhausted. THIS
PROCUREMENT IS RESTRICTED TO CERTIFIED 8(A) FIRMS. Those interested
should request a specification in writing giving complete name,
address, area code and phone number and whether bidding as a
prime/subcontractor/supplier. Telephone requests will not be accepted.
