Request for Offers for the construction of a laboratory addition to
Building 20. The one story addition consists of approximately 400 gross
square meters. The addition will house a Battery Test area and a Solar
Simulator test area with supporting storage areas and a
mechancial/electrical room. The project also includes renovation of
adjacent office spaces in the exisiting building. The project will
involve site work, concrete placement, structural steel, installation
of partitions, doors and windows, architectural finishes, plumbing and
piping systems, HVAC (heating, ventilation and air-conditioning), and
electrical work. The Base Bid includes all labor, material, equipment,
and supervision necessary for all work associated with the construction
of the laboratory addition, erosion and sediment control, site work and
restoration of the existing new turf areas as indicated in the
specifications, and the relocation of vacuum pumps. All labor,
material, equipment, and supervisionnecessary for all work associated
with Options one through three shall be proposed. Option item one is
for the demolition of building 207 and restoration of the disturbed
areas. Option item two is for landscaping, and Option item three is for
the replacement of the existing doors at the vestibule area. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. The order
of magnitude for the procurement is between $500,000 and $1,000,000 and
and the effort shall be completed within 270 calendar days after notice
to proceed. This procurement is part of the Small Business
Competitiveness Demonstration Program.The Standard Industrial
Classification Code for the procurement is 1542. All small business
concerns are encouraged to submit a bid which shall be considered by
the agency. The corresponding size standard is $17 million.The
anticipated release date of the RFO is on or about March 1, 1997, with
an anticipated offer closing date of on or about April 1, 1997. The
firm date for receipt of offers will be stated in the RFO. Drawings
will be available from the identified point of contact. Bid packages
containing drawings and specifications are available at a nonrefundable
cost of $50.00 each set. All checks shall be made payable to NASA's
Goddard Space Flight Center. An ombudsman has been appointed -- See
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in ASCII or RTF format and will reside on a World-Wide Web (WWW)
server, which may be accessed using a WWW browser application. The WWW

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the
