PRESOLICITATION NOTICE. The work includes the design and construction for repairs and improvements to the Admiral Nimitz Dining Hall, Building 382. All major elements of the infrastructure and all services throughout the building will be repaired or replaced. During performance of this work, asbestos, hazardous waste, or pollution abatement may be encountered. Contract completion time is 505 calendar days. Estimated cost range is between $1,000,000 and $5,000,000. This is a Design-Build project and Source Selection procedures will be used. Offerors will be required to submit Technical, Management, and Price Proposals. Technical Proposals will be evaluated based upon the following evaluation criteria: Factor I -- Design, Factor II -- Quality, Factor III -- Management, and Factor IV -- Price. Offerors shall submit a subcontracting plan in accordance with FAR 52.219-9 SMALL, SMALL DISADVANTAGED AND WOMEN OWNED SMALL BUSINESS SUBCONTRACTING PLAN (OCT 1995), ALTERNATE I (OCT 1995). The Standard Industrial Classification Code is 1542. The related small business size standard is $17 Million. This solicitation is open to all business concerns. Plans and specifications will be available on or about 06 March 1997. There will be a non-refundable charge of $110.00 per set for plans and specifications.
