This will be an Indefinite Quantity Construction Contract (IQC-C) for roof repair and alteration (maintenance) and replacement in Postal facilities in the Northland District (Minnesota and Western Wisconsin). The contract will be for a two year period. The total value of work orders may not exceed $3,000,000.00 over the life of the contract with a minimum $10,000.00 of work ordered over the life of the contract. No single work order may exceed $250,000 and a specific work order will be issued to specify the kind and quantity of work to be performed for each project. It is estimated that $300,000.00 will be charged against this contract, this does not obligate the US Postal Service or it's agents, this is only an estimate designed to help contractors in making an offer. Multiple awards may be made from this solicitation. This contract may be bilaterally modified to reflect any changes in the Purchasing Manual, RE-14, Design and Construction Handbook, processes, or procedures. Evaluation Factors: Award will be made to the lowest priced, responsible offeror. Responsibility will be determined by financial capability, work history, and references, and through past performance the contractor must demonstrate the ability and capacity to perform this contract over the life of the contract. Bonds and Insurance: Performance and Payment Bonds, certificate of public and automobile liability insurance, Worker's Compensation, and Employers Liability Insurance is required before award of the successor offeror(s). The successful offeror will be required to submit a subcontractor minority report each Postal quarter for each work order issued.
