16 -- UPDATE III BLOCK MODIFICATION UPGRADE FOR P-3C AIRCRAFTS POC Contact, Ann Phan, Phone (703)604-2000 The Naval Air Systems Command intends to award a cost plus fixed-fee contract for NRE/NRSU with four production options for kit production on a FFP basis to Lockheed Martin Tactical Defense Systems (LMTDS) for the P-3 Update III Block Upgrade. This contract will procure up to 25 Kits. These upgrade kits are to be installed into P-3C UII, and II.5 aircraft for the U.S. Navy with potential for foreign military purchase. The fabrication of the installation kit and aircraft installation will be separately competed under the Maritime Support Aircraft Modification/Installation Program. The upgrade kit, also known as the B-kit, will upgrade candidate aircraft to achieve a Common Configuration. In addition, component obsolescence issues will be addressed to optimize and enable the manufacturing process. The B-kit currently consists of the following: one AN/UYS-1 Acoustic Processor, one AN/USQ-78A acoustic Display and Control System (DCS), one AN/ASQ-212 Mission Computer, one AN/ASH-33 Digital Magnetic Tape System, one AN/ALR-66B(V)3, two AN/ARR-78 Receivers, two ALQ-158 Antennae and Pre-amps, one SG-1156 Acoustic Test Signal Generator, two AN/AQH-4(V)2 Tape Recorders, one MK-50 Torpedo Control System (AFC 495), and Harpoon interface and other peripheral equipment modification. This acquisition will embed the functionality of the AN/UYS-1 Acoustic Processor within the AN/USQ-78A acoustic DCS Weapon Replaceable Assembly. Market surveys indicate potential Non-Developmental Items (NDI) software that would allow acoustic processing to be hosted on Commercial-Off-The-Shelf (COTS) or NDI processors that can be inserted in a VME or SEM-E chassis, already an integral part of the AN/USQ-78A. This software must meet the AN/UYS-1 Air Common Acoustic Processing (ACAP) capability as a minimum. Because the AN/USQ-78A is still in developmental testing and a validated technical data package is unavailable, the AN/USQ-78A Contractor, Lockheed Martin Federal Systems (LMFS) Manassas, will act as the prime systems integrator of the potential acoustic processing system. LMFS will conduct a competition for an acoustic processing software product with Navy participation in the selection process. Lockheed-Martin divisions will not be allowed to bid this effort for the acoustic processing software embedment. Lockheed Martin is the sole designer, developer and manufacturer of the majority of the avionics suite to be installed, and as such, is the only firm that has the technical capability, specialized expertise, experience, and technical data necessary to perform the required effort. Complete drawing packages suitable for competition are not available. In addition, Lockheed Martin is currently under contract to develop the USQ-78A which is an integral part of the common configuration B-kit; the technical data package usable for competition of this component will not be available until CY 1999.
