The Government intends to solicit and negotiate on a sole source basis, under FAR 6.301 with Howell Instruments Inc., 3479 West Vickery Blvd., Fort Worth, TX 76107 for the procurement of a quantity of four (4) each Auxiliary Power Units (APU) Test Sets, four (4) each Cable Adapter Sets for the APU Test Set and supporting technical data. The APU Test Set provides the means to control the ignitor, start and stop the APU, activate the load valve and control the amount of load. Indicator lights show the ignitor is on, the APU is ready to load and if there was an overspeed. All readings are done through hookups and transducer precluding the need for fuel to pass through the Test Set. The Test Set satisfies all requirements for functional testing of the GTC85-180L. Measured parameters include bleed air pressure, exhaust gas temperature, APU RPM, fuel pressure, oil pressure, and elapsed time. Delivery required by 30 September 1997 to Granite City, IL.
