965-9591 The Social Security Administration (SSA) intends to negotiate
a six-month, sole-source contract with Virginia Commonwealth
University (VCU) for on-going designs/updates to a prototype software
application called WorkWORLD developed exclusively for SSA as a tool
for looking at alternative work incentive features of SSA~s disability
programs. Additionally, VCU shall be providing continued product
support, including but not limited to the following: analyzing selected
proposals using WorkWORLD and expert opinion; delivering major
presentations at conferences related to the decision support project
and SSA~s proactive investment in a better future for people with
disabilities; creating the opportunity for stakeholders to participate
in Web based discussion groups for the purpose of gaining feed back
from customers about possible policy changes; and providing
presentation slides, overheads, and software demonstrations related to
the policy improvement project. SSA has royalty-free, nonexclusive and
irrevocable rights to the WorkWORLD software tool. VCU is the only
known responsible source capable of satisfying the Government
requirement. Respondents should refer to VCU97MY and include with their
information a cost estimate for implementation. The Government does not
intend to pay for any information provided. If after 15 days of this
notice, no viable responses have been received, SSA shall issue the
