The United States Postal Service (USPS) has previously prequalified six suppliers to compete for a Mobile Data Collection Device (MDCD) requirement. Since the initial prequalification the functional specification has changed from a device that contained a wireless communications capability to one that now approaches an off-the-shelf commercial scanner product. Because of this change in requirement the Postal Service will pre-qualify an additional number of best-qualified suppliers who can manufacture and deploy the revised requirement. The initial prequalified suppliers will remain prequalified. The USPS objective is to enhance the delivery confirmation capabilities of the existing expedited service system to improve the quality of service to Postal customers. The total production requirement is for 310,000 devices. Companies seeking to bid on this requirement should have production and deployment capability of delivering 26,400 devices per month by December, 1997, on a national scale. In addition, the company must he capable of performing and/or supporting MDCD system software development, training, troubleshooting, maintenance, and help desk activities.
