synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB7C1085 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-42.
The standard industrial classification (SIC) code is 3827, and the
small business size is 500 employees. The contract line item number
(CLIN) and item, quantity and unit of measure is: CLIN 0001 is a
quantity of 50 each, three times theta critical for Ni, Fe/Si
Multilayer Polizers. The National Institute of Standards and Technology
(NIST) has a requirement to purchase 50 three times theta critical for
Ni, Fe/Si Multilayer Polarizers on silicon substrates satisfying the
following specifications: 1) The contractor shall supply Fe/Si three
times theta critical (Ni), supermirror polarizer coatings on Si
substrates; 2) The Si substrates shall be boron-free (n-type) and have
the following dimensions: Height, 75 +/-0.2 mm; Length, 100 +/- 0.2
mm; Thickness, 1.00 +/- 0.05 mm. The substrate faces shall be of
uniform thickness to 0.03 mm over the whole area; 3) The average
neutron reflectivity shall be greater than 0.90 between the Ni critical
angle and 3 times the Ni critical angle for one spin state; 4) The
polarizing efficiency shall be greater than 0.95 between the Ni
critical angle and three times the Ni critical angle; and 5) The
coatings shall be permanently bonded to the silicon substrates. These
coatings shall be on both sides of the substrates. Substrate thickness
variation shall be less than 10 microns. NIST requires delivery within
60 days from contract award date. The FOB Destination is Gaithersburg,
MD. Delivery and acceptance location is National Institute ofStandards
and Technology, Building 301, Receiving Room, Gaithersburg, MD 20899.
The provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. The provision at FAR 52.212-2, Evaluation
-- Commercial Items applies with the following specific evaluation
criteria: Technical Capability, Past Performance, and Price. Technical
and Past Performance, when combined, are equal in importance to Price.
Offerors are cautioned to submit quotes on the most favorable basis,
since the Government may elect to make an award without further
discussions or negotiations. Offerors shall include a completed copy of
the provision at 52.212-2, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative
Action for Handicapped Workers; FAR 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era; FAR
52.225-3, Buy American Act-Supplies; FAR 52.225-18, European Community
Sanctions for End Products; and FAR 52.225-21, Buy American Act-NAFTA
Implementation Act-Balance of Payments Program. Interested parties
shall submit two copies of the following: quotes which address the CLIN
established in this CBD announcement; the 11 items outlined in FAR
52.212-1(b); and technical information and past performance information
which addresses the requirements set forth herein. Submission shall be
